Job Summary:
We are seeking a dedicated and motivated individual to join our team in a progressively intensive role involving semi-skilled and skilled labor. This position focuses on the production, treatment, storage, transmission, and distribution of reclaimed water.
Key Responsibilities:
Perform tasks associated with reclaimed water operations, including system maintenance and monitoring.
Assist in ensuring the efficient treatment and distribution of reclaimed water.
Operate equipment and tools necessary for production and storage processes.
Follow safety protocols and adhere to environmental regulations.
Collaborate with the Utilities Foreman and team members to maintain system functionality.
This position operates under the direct supervision of a Utilities Foreman, with opportunities for learning and growth within the role. Come and join our amazing team!

ESSENTIAL DUTIES AND RESPONSIBILITIES:

TECHNICIAN I
- Prepares daily work reports
- Operates light to heavy trucks and other equipment
- Operates concrete mixers
- Operates air compressors
- Performs asphalt and concrete repairs
- Taps and installs service connections
- Performs hose-bib and in-ground service installations
- Operates general construction equipment
- Interacts with contractors and other government agencies
- Participates in Utility customer relations
- Operates a mini-track hoe
- General line repair (1/2" to 30")
- Employee proper sanitary sewer overflow (SSO) procedures
- Completes National Incident Management System (NIMS) 100 training
- Sets up and operates well points and by-pass pumps
- Conducts tailgate safety meetings
- Performs pump maintenance and troubleshooting
- Completes NIMS 200, 700, and 800 training
- Sets up mobile generators
- Serves as cross-connection manager
- Serves as crew chief
- Mentors Technician I and Technician II employees
- Participates in two weeks of cross-training annually with the Collection and Environmental Control Program groups
- Responsible for field supply purchasing
- Provides input to Utilities Foreman for annual budget preparation
- Supports honest and transparent decision-making
- Collaborates with all team members in a way that builds upon ideas and takes personal accountability and ownership of projects, roles, and assignments

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
MINIMUM QUALIFICATIONS
Education and Experience:
- High School Diploma or General Education Diploma (GED)
- Possession of a valid Florida Driver's License and must obtain a Class "B" CDL within six (6) months of hire
- Must achieve Florida Water and Pollution Control Operators Association (FWPCOA) "C" license within two (2) years of hire
TECHNICIAN II: FWPCOA "B" license plus two (2) years experience as a Reclaimed Distribution Technician I
SENIOR: FWPCOA "B" license plus five (5) years experience with reclaimed water systems and six (6) months experience as a City of Largo Reclaimed Distribution Technician; must achieve FWPCOA "A" license within one (1) year from the time of license availability
Knowledge, Skills, and Abilities:
- Knowledge of traffic rules and regulations
- Ability to operate trucks, tractors, other light automotive equipment, and/or various cleaning equipment
- Ability to understand and follow simple oral and written instructions
- Skill in the use of hand and power tools and repair equipment
- Ability to make minor repairs and adjustments to equipment
- Ability to recognize occupational hazards and implement appropriate safety precautions
- Demonstrates the ability to review plans, maps, and blueprints
TECHNICIAN I: Knowledge of fittings, piping, and valves; intermediate knowledge of valve locations and maintenance; general knowledge of bleach system maintenance; intermediate knowledge of trenchless procedures (excavation and directional boring); general knowledge of Supervisory Control and Data Acquisition (SCADA) operations and maintenance, pump maintenance and repair
TECHNICIAN II: Advanced knowledge of SCADA operations and maintenance; advanced knowledge of reclaimed water system, pump maintenance, and repair
SENIOR: Proficient in Work Asset Management System (WAMS) requirements pertaining to reclaimed water
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work Environment: 10% inside a climate-controlled building; 90% outside, including driving.
Physical Requirements: The essential functions of the job require: sitting approximately two (2) hours per day, standing approximately four (4) hours per day, and walking approximately two (2) hours per day. The job also requires frequent bending/stooping, grasping, and kneeling. The work occasionally requires climbing a ladder, fine manipulations, pulling, pushing, reaching, and lifting/carrying objects weighing up to 44 pounds. On rare occasions, the work requires lifting/carrying more than 45 pounds.
Sensory Requirements: Hearing: Ability to detect proper equipment operation, detect alarms, and understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the phone. Seeing: Ability to see and read computer monitor screens, operate a vehicle and equipment, and read normal print.
Driving Requirements: The work requires driving and possession of a valid Florida CDL Class "B" driver's license.
Technology:The work requires the ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and/or laptop computers, calculators, and all associated software.
Other Machines: The work requires the ability to operate dump trucks, bobcat excavators, and backhoes.
Tools: The work requires proficiency with shovels, crescent and pipe wrenches, ratchets, hammers, electric and gas saws, pump pliers, tubing cutters, drills, cement mixers, vacuum machines, and power gate turners.
