The hiring range for this position is $60,713.04 (minimum salary) to $83,611.07 (midpoint of range) dependent upon qualifications.

This position performs complex professional, technical, and analytical accounting functions in support of the City's financial and accounting functions within the City's Financial Services Department. The purpose of this position is to perform accounting analysis functions in support of the city. Successful performance helps ensure the sound financial position of the city government, and provision of city services at reasonable tax rates. Strict guidelines, time sensitive deadlines, heavy workloads, and a required high level of accuracy contributes to the complexity of the position.

Job Responsibilities

Major Duties Coordinates, prepares, analyzes, and generates monthly and annual financial statements for the city. Prepares and analyzes interim financial statements; prepares quarterly narrative and graphical explanation (dashboards) of the city's financial position. Collaborates with city departments, external auditors, and other outside agencies. Prepares assigned journal entries each month for routine and correcting adjustments. Designs and develops spreadsheets for data collection and analysis; establishes methods and procedures for data accumulation to prepare and analyze financial reports. Participates in year end and audit preparation process; prepares complex year end journal entries and calculations; reconciles and balances general ledger accounts; reviews all financial output thoroughly for accuracy and completeness of general ledger accounts and entries; prepares year end trial balance; gathers data for the external auditors; and coordinates and assists in the preparation of the annual financial report. Maintains a lead role in updating the accounting software used to prepare the annual financial report; works with software support to set up the new fiscal year; codes new general ledger accounts and new multi-year projects to ensure correct report mapping; analyzes and reviews draft reports for errors and makes corrections and adjustments as needed to ensure the annual financial report reconciles to the city's general ledger system and is reported correctly. Supervises the Accounts Receivable and Treasury functions. Performs supervisory duties for positions assigned; including but not limited to monitoring work, training, coaching, providing guidance, and resolving issues as needed to meet operational needs. Recommends and assists in the implementation of division goals and objectives; establishes methods for providing financial information services; reviews and recommends accounting related policies and procedures to ensure service excellence and strong internal controls. Assumes a continuous quality approach to all accounting processes and brings forward suggestions for process flow efficiency and improved accuracy; maintains technical knowledge in accounting functions; researches emerging financial topics and new governmental accounting standards, communicates recommendations, and implements as required. Coordinates and prepares reports required by federal and state agencies. Performs trend analysis of financial data monthly to track and analyze results. Cross trains and performs additional tasks in the role of backup for various accounting functions. Trains and advises accounting staff and other City staff on the use of financial software; and provides guidance to the organization on financial matters, including procedures and policies. Performs additional duties as assigned. Guidelines

Guidelines include GAAP and GASB standards, The North Carolina Budget and Fiscal Control Act, relevant federal and state laws and city ordinances, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. Supervisory/Management Responsibility

This position supervises assigned personnel. Minimum Qualifications

Education/Experience Requirements

Bachelor's Degree in Accounting or Business-related field. Master's degree preferred and CPA helpful. Prior experience in a comparable accounting position is required, usually associated with over five years of experience. Prior experience sufficient to thoroughly understand the work of subordinate positions and to be able to answer questions and resolve problems, usually associated with three to five years of supervision experience or service. Verifiable history of positive attendance and punctuality, and the ability to be bonded is required. Knowledge Requirements

Knowledge of the principles and practices of public finance, budgeting, and accounting. Knowledge of governmental fund accounting. Knowledge of economic trend forecasting and analysis techniques. Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures. Skill in utilizing financial computer software programs, plus high-level knowledge of, and demonstrated competence in Microsoft Excel and Word. Skill in oral and written communication to provide the highest-level customer service and to maintain effective working relationships with co-workers. Advanced skill in analyzing and problem solving, plus accuracy and attention to detail. Ability to be highly self-motivated, capable of handling large volumes of work proficiently, and comfortable working in a fast-paced, deadline-driven environment; and to be team oriented. Work Environment/Physical Demands

Work is typically performed in a standard office environment and involves light physical demands; majority of work is using computer and involves sitting for extended periods of time. Overtime may be required during certain times of the year to meet work demands.
