Summary This National Guard position is for a IT SPECIALIST (PLCYPLN) (TITLE 32), Position Description Number D2580000 and is part of the FL JFHQ, National Guard. Responsibilities As a IT SPECIALIST (PLCYPLN) (TITLE 32), GS-2210-7/9/11, you will work within Plans and Policy section to support Future Operations as well as Project management requirements. Documents infrastructure upgrade plans to support operational surge requirements and projected requirements. Participates in portions of larger continuing studies pertaining to possible additions, alterations, maintenance arrangements or replacement of automated equipment for the network enclave. Assists in technical specification reviews and economic analysis. Reviews/prepares documents for excess equipment and reviews documentation for removal of equipment from applicable records and contracts when no longer required. Assists in the development of technical specifications, and tracks configuration changes to existing baseline. Designs and develops specifications for network equipment, telecom closets, outside cable plant (fiber & copper), and inside wiring in support of Military Construction Army (MCA) projects, sustainment, restoration modernization projects, and local minor construction/renovation/expansion projects. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1 PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. The current exclusive representative is The Association of Civilian Technicians, Chapter 87 and the President is Mr. Michael Ortmayer at actch87@gmail.com Military Grades - Officers/Warrant Officers/Enlisted: E1 thru O4 NOTES: 1. Security Plus certification is required with 6 months of hire. 2. Must be able to obtain and maintain a Top-Secret security clearance, as well as obtain a TS-SCI. 3. Must complete appropriate training and obtain required certifications IAW DoDI 8140, DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Technician Level II within 6 months of employment pending training seat availability. GENERAL EXPERIENCE: Must have experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled you to understand the stages required to automate a work process; experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: GS-07: Must have at least one year of specialized experiences at the GS-06 level or the equivalent which provides knowledge and/or experience, education, or training receiving, maintaining, and issuing data storage media for computer operations. Experience in scheduling the use of computer time for program processing. Experience collecting and sequentially staging input media with associated program instructions for processing. Experience in at least one programming language. Translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. SPECIALIZED EXPERIENCE GS-09: Must have at least one year of specialized experiences at the GS-08 level or the equivalent which provides knowledge and/or experience, education, or training receiving, maintaining, and issuing data storage media for computer operations. Experience in scheduling the use of computer time for program processing. Experience collecting and sequentially staging input media with associated program instructions for processing. Experience in at least one programming language. Translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. Experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow. Experience in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. SPECIALIZED EXPERIENCE: GS-11: Must have at least one year of specialized experiences at the GS-10 level or the equivalent which provides knowledge and/or experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade__11__. STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.
