The Project Manager holds a key role in upgrading the Medicaid Management Information System (MMIS) as part of the Medicaid Enterprise System (MES) Modernization initiative. This project aims to enhance infrastructure, improve data management, and ensure seamless interoperability with state and federal systems. This role ensures close alignment between all stakeholders from initiation through closeout of all takeover activities required to assume operations. Be a part of this transformative effort to modernize IT systems and improve service delivery for millions of people statewide.
Location : Must be on-site in Sacramento to perform this role.

Salary : $90-130K based on experience
Key Responsibilities:
Lead the transfer of responsibility for an MMIS or other large government organization valued at $20M or more, or a private sector healthcare payer existing (legacy) system from an incumbent contractor to a successor contractor. Manage projects following project management methods and standards based on the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) and industry best practices. Ensure effective communication and alignment between all stakeholders throughout the project lifecycle. Oversee planning, organization, budgeting, risk mitigation, development, and implementation of projects. Facilitate the transition from waterfall to agile methodologies, including operational expertise in a hybrid SDLC environment. Apply change management methodologies and tools (e.g., Prosci) to ensure smooth transitions and adoption of new processes. Maintain effective verbal, written, and presentation communication skills to engage with stakeholders at all levels. Requirements
Two (2) years of lead management experience in the transfer of responsibility for an MMIS or other large government organization valued at $20M or more, or a private sector healthcare payer existing (legacy) system from an incumbent contractor to a successor contractor. Two (2) years of experience in managing projects following project management methods and standards based on the PMI PMBOK and industry best practices. Bachelor's degree in Healthcare Administration, Business Administration/Management, Finance, Information Technology, a clinical specialty, or a related field. Additional relevant experience may be substituted for the required education on a year-for-year basis, assuming four (4) years for a Bachelor's degree. Certified Project Management Professional (PMP). Proven experience in program and project management, planning, organization, budgeting, risk mitigation, development, and implementation in a state of similar scope and size as the FI-M&O project. Proven experience in the transition from waterfall to agile methodologies, including operational expertise in a hybrid SDLC environment. Demonstrated knowledge and application of change management methodologies and tools (e.g., Prosci). Demonstrated effective verbal, written, and presentation communication skills. Must reside in Sacramento, California, or be willing to relocate.
