Job Description
THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week.
We are located at the George Herbert Walker Bush building located in the capitol complex at 1801 Congress Ave. Austin, TX 78701.
General Description:
This position performs complex administrative and technical support assisting in grant management, including monitoring grant awards, payments, reports, and compliance of grant activities. Performs grant management support and provides technical assistance to awarded institutions through various communication methods. Work also involves data analysis and assistance with legislative bill analysis related to state and federal grant programs. Supports the division for Academic and Health Affairs (AHA) and works with other agency staff to achieve the goals of the Texas Higher Education Coordinating Board (THECB) plan for higher education, Building a Talent Strong Texas. Works under limited supervision with considerable latitude for initiative and independent judgment. This position reports to the Director of AHA Grants.
General Duties and Responsibilities:
• Assist with fiscal management of grants, including program and financial reports, risk management, internal controls, and implementation of state and federal regulations.
• Develops materials, tools, and web content for grant programs, including application forms and tracking worksheets, reporting documents, and summary reports.
• Coordinates with other agency divisions to ensure AHA grant web content is published on time and is up to date.
• Enters grant program information into agency grant management and financial systems.
• Provides writing assistance, including proofing, and editing of grant program reports and materials.
• Assists division with the maintenance of grants management policies and procedures to ensure consistency across programs.
• Represents the agency to a variety of audiences and in a variety of formats encompassing composition and delivery of oral and written presentations.
• Works collaboratively in a fast-paced environment as a team member with other members of the Division for Academic and Health Affairs, agency, and other state offices in achieving the goals and objectives of the state's strategic plan, Building a Talent Strong Texas.
• Participates actively in staff meetings, committee/advisory meetings, and intra-agency meetings.
• Maintains the necessary level of work to carry out the position's responsibilities by performing the job's essential duties and functions, including attending work regularly and reliably.
• Provides information to grant recipients, as needed.
• Applies appropriate Family Educational Rights and Privacy Act (FERPA) standards at all times.
• Performs other duties as assigned.

• Knowledge of business English, grammar, spelling, and punctuation.
• Knowledge of writing fundamentals including proofing and editing documents.
• Skill in using personal computers, computer software, and Microsoft Office suite.
• Skill in collecting, merging, and analyzing data to prepare reports.
• Skill in planning, meeting deadlines, and task management.
• Ability to communicate complex and technical information clearly and concisely verbally, in writing, and in public presentations with various internal and external leadership and stakeholders.

Qualifications:
Required Minimum Education and Experience:
• Six years of full-time work experience in program management, grant management and/or project management.
• A bachelor's degree may be substituted for four years of full-time work experience in program or project management.
Preferred:
• Experience with grant management.
• Experience with grant management systems or information systems.
• Knowledge of administrative duties related to undergraduate or graduate medical education, or a grant program supporting health-related education.
• Experience with data analysis and written program reports.
• Experience working in higher education or at a state agency.
• Familiarity with database management.
