THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week. We are located at the George Herbert Walker Bush building located in the capitol complex at 1801 Congress Ave. Austin, TX 78701. General Description:The Program Specialist position will play a key role in ensuring the smooth operation and strategic alignment of various Strategic Partnerships initiatives for the Texas Higher Education Coordinating Board (THECB) and the Texas Higher Education Foundation (THEF). This position will provide support across multiple areas including monitoring the THEF project portfolio and the management of the internal process and procedures. The Program Specialist will perform administrative and analytical support work in the Strategic Partnerships division. This position will support THEF vendor selection, contract management, effective collaboration with agency staff to meet grant outcomes and milestones and will provide support for Foundation-led convenings. Works under general supervision with some latitude for the use of initiative independent judgment. This position reports to the Director of State National Partnerships. General Duties and Responsibilities:Operational/Administration: Manages systems for tracking Foundation resources and work such as grants, contracts, payments, reports, and data collection; collaborates with the Strategic Partnerships team to reflect this information accurately in proposals and reports. Prepares and submits purchase requisitions for subscriptions, renewals, staff training, office supplies/equipment utilizing CAPPS Financial application. Supports Foundation operations with tasks such as the annual audit and supporting the process of organizing relevant files and data for the end-of-year federal taxes (1099s) for the Foundation. Liaises with colleagues across divisions to ensure successful completion of tasks, contract management requirements, purchasing processes, and more. Supports scheduling and calendar management for division lead, supports external and internal meetings with zoom support, logistics, room scheduling, doodle polls, slide deck preparation, notes. Supports key functions for the Strategic Partnerships/Foundation team such as file organization and travel logistics; ensures documentation, calendars, and procedures are regularly updated, and maintains policies and procedures manuals. Partnerships: Supports the Director with the Commissioners Philanthropic and Economic/Workforce Councils with outreach, member cultivation, and tracking priorities. Provides logistical support for Foundation-led convenings, including the Higher EDge conference. Monitors multiple grant budgets and compiles and distributes Foundation project information including data grant funding streams and budget expenditures. Collaborates with agency staff on foundation initiatives and grants to ensure timely completion of outcomes and milestones. Works within THECB and THEF applications to process and track invoices and payments. Initiates, coordinates, and monitors vendor onboarding for Foundation supported contractors for Strategic Partnerships team. Coordinates with internal stakeholders around the preparation of contracts for vendors with Foundation grant-supported funding. Performs related work as assigned. Knowledge, Skills, and Abilities: Knowledge of business English, grammar, spelling, and punctuation. Strong skills in communication, written and verbal. Skilled in the use of Microsoft Office Suite products. Ability to apply creative solutions when problem solving. Preferred: Experience convening and engaging stakeholders is preferred Experience with grant management and/or contract management is preferred Familiarity managing and preparing program budgets is preferred Experience managing projects is preferred Physical Requirements and/or Working Conditions:Work is performed in a standard office environment and requires: Regular, reliable, and punctual attendance at work; Frequent use of personal computer, copiers, printers and telephones; Frequent sitting; Frequently works under deadlines, as a team member, and in direct contact with others.
