This vacancy is located in theCommunity Homes at the Eastern Louisiana Mental Health System, Jackson, LA. ELMHS is the largest 24-hour, multi-site, state psychiatric complex, comprised or residential, outpatient and inpatient services.

This posting may be used to fill vacancies in other divisions or units at Eastern Louisiana Mental Health System within 90 days of closing.

The position may be filled as either a Probational or Job Appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency wide permanent status employees); by Detail to Special Duty; or as a part-time, temporary WAE. Current permanent status, classified employees may be required to accept a Probational appointed if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.

Preference will be given to those who possess an LCSW.

Minimum Qualifications :

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus four years of professional level experience in developmentally disabled services, alcohol/drug abuse counseling or treatment, mental health treatment, health care management, or social services.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A master's degree in psychology; counseling; social work; sociology; criminal justice; nursing; public health; public health administration; public administration; hospital administration; education (with eighteen semester hours in psychology, special education or early childhood education); speech communication/pathology; physical therapy; occupational therapy; therapeutic recreation; music therapy; or family and consumer sciences (with a concentration in child, family and social services) will substitute for a maximum of one year of the required experience.

A Ph.D. in the above fields will substitute for two years of the required experience.

Graduate degrees will substitute for a maximum of two years of the required experience.

Some positions may require regulation as a Registered Social Worker (RSW), Licensed Master's Social Worker (LMSW) or Licensed Clinical Social Worker (LCSW).

Participate in the development of the program annual budget as well as reviews budgetary documents for tracking, reconciliation and the regional service plan by supplying data and recommendations for specialty area. Provides technical support, on the job training and assistance to professional staff as needed, including crisis situations. Keeps abreast of current DHH and State policy and procedures and interprets any amendments to ensure that subordinates are aware of changes that are being implemented.
