Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus four years of professional level experience in administrative services, economics, public health, public relations, social services, health services, or surveying and/or assessing health or social service programs or facilities for compliance with state and federal regulations.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience: public health; public relations; counseling; social work; psychology; rehabilitation services; economics; statistics; experimental/applied statistics; business, public, or health administration.

A Juris Doctorate will substitute for one year of the required experience.

A master's degree in public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration will substitute for one year of the required experience.

Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.

A Ph.D. in public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration will substitute for two years of the required experience.

NOTE:

Graduate training will substitute for a maximum of two years of the required experience.

NOTES:

Health services include all services dealing with the diagnosis and treatment of disease, or the promotion, maintenance and restoration of health for sick or injured individuals.

Examples of public health jobs include sanitarian, public health engineer and public health epidemiologist.

NOTE: Any college hours or degree must be from an accredited college or university.

Location of Work: Department of Health and Hospitals; Human Service Districts as established; and other social service entities as established by an approved DSCS Allocation Criteria Memorandum.

65% Management/Supervision: Coordinates Behavioral Health Community Based services in compliance with LDH-OBH contracted services and other regulatory authorities and funding source guidelines, including, but not limited to, Mental Health Block Grant, Substance Abuse Prevention and Treatment Block Grant, Statewide Opioid Response Funds, Supplemental Grant funding, TANF Funding, Disaster Relief Grant funding, etc. Provides direct oversight of Program Monitors, Outreach Coordinators and Prevention Specialist responsible for administering Behavioral Health Community Based Programs. The programs provided in this array of service includes:

SCLHSA Prevention Programs Outreach Programs: LaSOR, PATH, SAPT high risk population outreach Disaster Recovery Programs: LaSpirit Regional Advisory Committee Community Collaborations: FINS, ISC, FFF, PCA, CCR Community Training: ASIST, safeTALK, Talk Saves Lives, YMHFA, MHFA Community Debriefing

Provides community trainings (ASIST, safeTALK, Talk Saves Lives, YMHFA, MHFA) for the agency as well as maintain documentation of all other staff certified/recertification. Serves as the direct liaison between community agency and SCLHSA for debriefing needs. Attends training and develops a group of staff trained in debriefing methods to be utilized when a debriefing request is made. Actively prepares and participate in the mandated site visits, audits and internal contract meetings. Acts as a working supervisor by assisting staff under the community based programs and taking on the duties when subordinate is out or unable to perform the duty. Directly responsible for ensuring all funds are spent prior to the end of the fiscal year and/or grant completion date. Acts as the liaison between OBH and the local Regional Advisory Committee. Responsible for preparing, scheduling, and coordinating the Crisis Intervention Team (CIT) programs SCLHSA provides with local law enforcement. Hires, arranges training and implements disaster recovery grants, when designated. Assumes a monitor role of the program once implemented. Conducts supervisory meetings, identifies staff development and training needs, approves leave, conducts planning sessions and annual job evaluations utilizing the SCLHSA approved PES format. Recommends disciplinary actions regarding subordinate staff to the Mental Health Regional Director as needed. 20% Quality Management: Ensures compliance with all funding sources, contractual agreements and/or other regulatory authorities as required for each program. Ensures Prevention Programs provided are within the standards and requirements of the SAPT Block Grant. This includes utilizing evidenced based registry strategies/programs that are listed on PMIS and are congruent to the needs identified in the Caring Community Youth Survey (CCYS) or other acceptable forms of data/surveys. Ensures compliance with CCYS or other survey from the local school in the 7 parish catchment area. Ensures all data has been entered into the appropriate data system by the deadline allocated for each program. Ensures invoicing and monitoring are completed timely and accurately. Ensures referrals, initial stay approvals and continued stay approvals are completed timely and documented to ensure valid approval of services. 10% Customer and Community Relations:

Attends and promotes SCLHSA at local meetings, on committees/coalitions and at conferences which promote quality services, a continuum of behavioral health services within the health care reform environment, and outcomes that are congruent with SCLHSA mission and vision and meet SCLHSA goals and objectives. Accurately interprets SCLHSA issues, policies and procedures presenting the Authority at agency and public functions as well as to clients, families and stakeholders. Collaborates with all behavioral health services agencies in the seven parish area to ensure that the total needs of adults and children with serious mental illness and/or addictions are met. Receives and addresses complaints and concerns from consumers and the general public. Reports all complaints and outcomes to supervisory and executive staff. 5% Other: Duties as assigned by Supervisor/Deputy Director/Executive Director.
