Current Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Senior Accountant, G18 OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G18 and eligible to transfer to Senior Accountant, G18 under Section 70.1 of the Civil Service Law; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in an accounting, auditing or fiscal traineeship at the G14 or G16 level and eligible to transfer to an Accountant Traineeship under Section 70.1 of the Civil Service Law.
Non-Competitive (HELPS) Minimum Qualifications: Accountant Trainee 1: A bachelor's or higher degree in accounting, auditing, or taxation; OR a bachelor's or higher degree with 24 semester *credit hours in accounting, auditing, or taxation courses. Accountant Trainee 2: A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles. Senior Accountant,: A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles. * Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours. ** A master's degree in accounting, auditing, or taxation substitutes for one year of qualifying experience.
Preferred Qualifications: Critical thinking skills, analytical skills with Microsoft Excel, ability to solve problems independently. Professional work experience and/or education in healthcare and trend analyses.
Duties Description The Senior Accountant G-18 will play a vital role on the Contracting and Fiscal Oversight team ensuring that Managed Care Organizations (MCO's) meet mandated fiscal, regulatory and policy compliance standards and submit cost report and financial information, as necessary, in accordance with regulatory and statutory requirements.
Duties will include but are not to be limited to:
• Review quarterly and annual financial reporting for managed care plans, including Medicaid Managed Care Operating Reports (MMCORs), Medical Loss Ratio (MLR), Annual Certified Audited Financial Statements and NYS Escrow Fund bank statements submitted by managed care plans.
• Review Managed Care Organizations (MCOs) filings and data for compliance with State and Federal regulations, along with notifying supervisory staff to provide outreach to ensure fiscal reporting requirements are met.
• Monitoring the financial condition and solvency of MCOs, including analysis of their financial operations and compliance with financial reporting for compliance with Public Health Law, regulations, and policies.
• Reviewing and evaluating equity transfers, such as dividend requests, asset transfers, and surplus note repayments. • Using their MCO access to the State proprietary MMCOR software reports on the Health Commerce System (HCS) to evaluate fiscal solvency and other regulatory transactions.
• Communicating report findings and work with MCOs to improve compliance in all areas of fiscal reporting and data submission.
