Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as an Associate Accountant, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Associate Accountant, G-23 under section 70.1 of the NYS Civil Service Law.Preferred Qualifications: Critical thinking skills, analytical skills with Microsoft Excel, ability to solve problems independently. Professional work experience and/or education in accounting and trend analyses.
Duties Description Within the Division of Health Plan Contracting and Oversight, there will be both administrative and supervisory responsibilities associated with the Bureau of Managed Care Fiscal Oversight within the Department of Health. Specific responsibilities may include but are not limited to:The candidate will supervise professional staff and will need to successfully communicate with staff of different backgrounds and experience to relay pertinent information and data to upper-level management as well as to rate setting, legal affairs, and program staff within the Department as well as other state agencies, consultants, and MCO stakeholders that interact with BMCFO. Further, the incumbent will be tasked with developing deliverables and occasionally presenting materials to executive staff in OHIP.Review and evaluate laws, rules, and regulations related to Medicaid and other public health insurance programs to improve program operations, and to ensure compliance of existing programs with new or changing requirements or guidelines.Ensuring managed care plans submit provider contracts that comply with state and federal requirements, including methodologies for confirming member attribution, target budgets, performance payments, and shared savings and/or losses. In addition, ensure contracts comply with the State Statute, Regulations and published contracting guidelines as such relate to the financial stability and solvency of the Managed Care Organization.Analyze state and federal legislation related to health insurance programs, and review for impact on existing program operations and make the appropriate operational changes; provides technical assistance to various groups on regulatory changes and impacts on program operations.Evaluating the timeliness and accuracy of MCO financial reports submitted by the MCOs to include monitoring the financial condition, analysis of fiscal operations and compliance with fiscal reporting requirements, reserve and escrow fund requirements and related laws, regulations and policies and other duties as assigned.
