TechFlow Inc. has an opportunity for a Technical Lead with experience in application development and sustainment activities for existing Department of Defense (DoD) systems in AWS and Azure cloud environments. The ideal candidate will lead our cross-functional team to provide life cycle support of the Enterprise Logistics Readiness Portfolio, Cargo and Personnel Movement Product Line Family of Systems at Maxwell AFB-Gunter Annex, AL. They will have the knowledge and experience to provide guidance and recommendations throughout the life cycle to include management functions, development, security, test, integration, implementation, training, operations, and help desk support. Effective communication, coordination and collaboration with multiple stakeholders are a must to maintain and enhance system/product capabilities, gain efficiencies and improvements such as increase in automated processes, quick and effective resolution, and ensure production systems remain operational. Key Responsibilities Provide guidance to the contract's technical team on all technical tasks and issues and ensure production systems remain operational. Provide status of technical tasks items and issues to the project manager. Provide technical leadership, architecture, planning, guidance and implementation of enhancements, Cloud native services, and migration of systems, environments, and artifacts from current state to new hosting and platform environments and software platforms. Technical sustainment and development services such as: evaluating and documenting software changes and deficiencies, analysis, design, development, testing, coordination with government functional SMEs and other stakeholders, software debugging activities, configuration management, maintaining and updating software architecture and risk management. Maintains relationships with offices that facilitate test and production environments. Provide services needed to keep the production systems operational. Monitor Cloud spend to recommend adjustment to optimize Cloud services (as applicable). Serves as Scrum Master. Conduct an annual review and update of the Continuity of Operations Plans. Provides guidance on: Wireless Networks, WANs/LANs, firewalls/routers, Secure Information Interchange, Public Key Infrastructure (PKI), Data Encryption, Software Instrumentation, Data Warehousing, and Operational Data Stores, Failover Software, VPN and VDI, and other appropriate IT and initiatives. Bachelor's degree in computer science or related technical area; Masters' degree may substitute for 2 years' experience. 7 years (minimum) in supporting migration to, and operation of Information Systems in Cloud environments. Experience with Defense Transportation systems, functions, and terminology. Knowledge of Department of Defense (DoD) Business Systems functions; including DoD financial systems. Experience with DISA, AWS, AWS GovCloud, Azure and/or Cloud One in native and hybrid cloud configurations, to provide sustainment of existing platforms and recommendation for enhancements to make best use of cloud capabilities. Experienced or familiar with appropriate task order related tools (or equivalent) such as: Jira, Confluence, Remedy, BitBucket, Jenkins, Ansible, Docker, DevSecOps tools (all phases), Selenium, JMeter, SonarQube, ACAS, and Microsoft Office Suite. Experience with fully automating CI/CD pipelines end-to-end, from code commits to production. Experience as Scrum Master in Agile DevSecOps process. Active DoD Secret Clearance Must be in compliance with DoD 8140 - Software/Cloud Architect-Intermediate Preferred Qualifications Experience supporting DoD applications. Experience with development, test, and production environments in AWS and Azure, especially GovCloud/CloudOne (C1). Experience with database platforms including Oracle 12c and 19c, Microsoft SQL 2012 and later, and AWS-native database solutions.
