Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Program Manager. Duty Location: Redding, California Responsibilities Serves as Area Manager overseeing the full range of water resource management and a wide array of related programs and activities assigned to the Northern California Area Office (NCAO) Keeps the Regional staff informed of significant developments and progress and assures area office understanding of Reclamation and Regional requirements. Manages short and long-range planning activities that include multi-year work plans with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes. Oversees operation and maintenance of NCAO, including several dams, diversion structures, pumping plants, and water conveyance facilities. Oversees the administration of an agricultural leasing program. Works with key stakeholders to negotiate settlement of water and land management issues with the NCAO area of responsibility. Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments Requirements Conditions of Employment You must be a U.S. Citizen or U.S. National. You must maintain a valid State Driver's License at all times as the position requires operation of government vehicles on government and public roads. You will be required to submit to a urinalysis to screen for illegal drug use prior to appointment as a condition of employment. This position is also subject to random drug testing. Travel is required 25% or less of the time. To qualify at the GS-15, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-14 level in federal service having demonstrated experience that was at the senior level and demonstrates most of the following: project and program development, planning, and budgeting; formulation and execution of comprehensive plans covering water resource activities; maintaining contact and collaborative working relationships with state, federal and local agencies in implementing water resources projects; providing counsel to higher organizational levels concerning sustainable water resource issues; and ability to lead and supervise a multi-discipline staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 11/25/2024. Education This position does not allow substituting education for experience. Additional Information You may be required to serve an initial probationary period. You may be required to serve an initial supervisory probation period. Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval.
