Salary Grade NC09 Salary range $38,516 - $67,404

This position manages the procurement of all testing equipment, laboratory and office supplies, and other goods and services for the Materials and Tests Unit. It also provides oversight of leased office facilities by providing timely tracking and monitoring of expiration dates, renewals and extensions, while insuring that bids/bills for facility maintenance are handled efficiently and on time.

Registers vendors with state e-procurement and educates them on policies and procedures within DOT and State Purchasing guidelines.

This position is based in the Unit’s stockroom/warehouse requiring a prior experience working with inventory, stocking and shipping issues. It supervises one employee whose duties are to assist with procurement duties but mainly to fill orders for laboratories and field offices throughout the state, maintain inventory, greet customers at the window, and ensure stock is maintained at all times.

Manages the Unit’s safety shoe, employee safety eyeglass, and state surplus property programs. Manages the Unit’s sampling and testing waste recycling program, including metals and asphalt-concrete-soils recycling.

Knowledge, Skills and Abilities / Competencies

Working knowledge of methods, policies, and procedures mandated by the Department of Transportation’s Fiscal and Purchasing Departments as well as an understanding of the state budgeting and purchasing system.

Experience verifying and reconciling invoices for equipment, supplies, leases, etc. and generating payment to vendors.

Experience maintaining adequate inventories of items by ensuring stock levels meet the demand based on usage and lead times in procurement and shipping.

Experience shipping and tracking equipment and supplies.

Experience planning, assigning, and delegating the work of others.

Additional Expectations:

Ability to apply and interpret established rules and regulations. Must be skilled at setting priorities and coordinating work schedules to meet customer demands. Requires good organizational and housekeeping skills to maintain the Stockroom in an orderly manner. Demonstrated ability to lift samples and equipment up to 50 pounds.

Minimum Education and Experience Requirements

Bachelor's degree from an appropriately accredited institution, or Associate degree in business or related field of study from an appropriately accredited institution and two years of procurement experience; or equivalent combination of education and experience.
