Summary About the Position: The J3 Operations Directorate ensures that the DHA supports our Networks, the Services, the Joint Staff, the Combatant Commands and Health Affairs for a broad spectrum of medical planning and operational support requirements, located in Falls, Church, Virginia. Note: Salary negotiation may be available for those candidates who are new to Federal service. Responsibilities Responsible and accountable for supervising and coordinating the full range of security disciplines Physical Security (PhySec), Antiterrorism/Force Protection (AT/FP), Operations Security (OPSEC) and Security Guard (SG) program. Advise all security capabilities to accomplish objectives as set forth, indicating areas requiring assistance or revision and de-conflicts competing priorities to align with the Director’s priorities. Evaluate the effectiveness of the organizational elements in terms of mission accomplishment and technical competence Assess threats to agency personnel, beneficiaries, and facilities, and presents mitigation strategies to senior civilian and military officials, consistent with DoD policy, that reduces threats to an acceptable level or eliminate completely. Implement the Interagency Security Committee (ISC) physical security standards across all DHA leased facilities and Community Based Medical Centers. With the advice and assistance of Human Resources, Manpower and internal security specialists, promotes sound position management principles and programs. Provide advice and counsel to employees relative to work and administrative matters. Management and oversight of the Armed Guard Force consisting of over 450-armed security guards assigned to MTF’s across the country. Specialized Experience: One year of specialized experience which includes developing security programs to accomplish agency objectives, advising on areas of improvement regarding security capabilities, leading a team of subordinates on work requirements and providing advice to employees on relative administrative matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Decision Making Leadership Manages Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Additional Information Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
