Chicago Department of Aviation

Noise Mitigation Section

Number of Positions: 1

(Additional vacancies possible pending budget approval)

Starting Salary: $86,520.00

ESSENTIAL DUTIES

· Demonstrate contract management authority.

· Ensure preparation of contract and project scopes of work, specifications, schedules, and budgets.

· Participate in pre-proposal and pre-bid meetings to articulate the contract goals of the CDA Noise Section.

· Negotiate contract terms.

· Participate in contractor evaluation committees.

· Encumber funds for contractor services.

· Interpret contract terms to ensure contractor performance.

· Review and approve contractor invoices.

· Formulate, update, and/or review standard operating procedures.

· Attend O’Hare and Midway Noise Compatibility Commission and other community meetings to assist with or make presentations regarding noise monitoring, abatement, and mitigation topics.

· Plan and organize public meetings of the Midway Noise Compatibility Commission.

· Investigate and respond to public inquiries in an efficient and professional manner.

· Represent the CDA and serve as a liaison with School Sound Insulation Program schools, Residential Sound Insulation Program homeowners, public and government agencies, working committees, and local community groups.

· Manage the network of permanent and portable noise monitors.

· Assist the CDA in responding to Freedom of Information Act (“FOIA”) requests, inquiries from the media and elected officials, and social media posts.

· Oversee the work of the consultants preparing CNEL and Leq. State of Illinois noise contours.

Location: O’Hare International Airport

Days Off: Saturday and Sunday

Shift: Monday-Friday

Hours: 8:30 A.M. - 4:30 P.M.

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE

Qualifications:

MINIMUM QUALIFICATIONS: Business Administration, Public Administration or Aviation Management or in a field of study directly related to the responsibilities of the position, PLUS at least five years of project management work experience.

NOTE: The candidate selected for hire must pass an airport background check and a Security Threat Assessment (STA).

NOTE: Must be flexible to early and/or late meetings and occasional weekends.

NOTE: Must be flexible to travel to Midway Airport, based on operational needs.

NOTE: This position requires a VALID LICENSE at the time of hire.

SELECTION REQUIREMENTS: This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.
