PROJECT MANAGER (Affordable Requirements Ordinance - ARO) DEPARTMENT OF HOUSING Bureau of Housing Development

Number of Positions: 1 (additional vacancies possible pending budget approval)

Starting Salary: $86,520.00

This position serves as the manger of the Affordable Requirements Ordinance (ARO), which coordinates the production of affordable housing units and other contributions generated by market-rate development. ESSENTIAL DUTIES * Manages and oversees the implementation of the ARO from the time a project triggers the ARO through the completion of the 30-year ARO term * Manages and oversees work of ARO Project Coordinator * Staff ARO-related policy efforts, including the Inclusionary Housing Task Force * Serves as the primary contact and liaison on the ARO for elected officials, Mayor's Office, Plan Commission, Chicago Community Land Trust, and other City departments and community organizations * Manages delegate agency contracts, as applicable * Ensures best practices and performance are being realized in the implementation of the program, including drafting and maintaining rules and policies to ensure that any proposed exceptions are thoughtfully considered, and the program runs smoothly and reaches its intended impact * Prepares or oversees the preparation of quarterly reports on ARO and related funds, prepares narrative summaries and statistical reports of program and Affordable Housing Fund activities, as well as bi-weekly Mayors reports and any other requested reports * Manages and updates design and functionality of ARO database and ARO website Additional duties may be required for this position

MINIMUM QUALIFICATIONS * Nine (9) years of project management work experience,

OR * Graduation from an accredited college with an Associate's degree in Business or Public Administration, Marketing, Finance, Real Estate, or a related field, plus seven (7) years of project management work experience,

OR * Graduation from an accredited college or university with a Bachelor's degree in Business or Public Administration, Marketing, Finance, Real Estate, or a related field, plus five (5) years of project management work experience,

OR * Graduation from an accredited college or university with a Master's degree or higher in Business or Public Administration, Marketing, Finance, Real Estate, or a related field, plus four (4) years of project management work experience SELECTION REQUIREMENTS This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected. Preference will be given to candidates possessing the following: * Master's degree or higher in Public Administration, Marketing, Finance, Real Estate, or a related field * Previous experience successfully designing and implementing affordable housing programs and/or affordable housing policies * Proficiency with GIS (geographic information systems) and mapping * Previous supervisory experience * Proficiency working with MS Access databases APPLICATION EVALUATION:
