SUMMARY OF POSITION:
Position Overview: Responsible for the strategic and operational leadership of all aspects of Information Technology including Informatics, Data & Analytics, Health Information Management and Clinical Engineering. Key responsibilities include leading, planning, directing, communicating, and evaluating IT initiatives and functions. The Chief Information Officer (CIO) acts as a strategic business partner, internal consultant, and advisor to the senior management team, aligning technology initiatives with the organization’s mission and business strategy. Leads establishment and execution of the enterprise-wide IT strategy, ensuring alignment with business goals and delivery of capabilities required for success. The CIO participates in overall business strategy development, bringing current knowledge and future vision of leveraging information and technology in business model design, process re-engineering, and product and service development in support of the organization’s missions.
ESSENTIAL DUTIES:
Sets the Mission and Vision: Sets the mission and vision of the IT organization, fostering a business-oriented culture that empowers the organization’s missions.
Leads IT Strategy Development: Leads the development of the IT strategy and roadmap, ensures integration with the enterprise’s strategic planning and business strategies.
Serves as Trusted Advisor: Acts as a trusted advisor and change agent, building relationships with executives and business leaders to understand needs, ensures cost-effective IT service delivery and agile responses to changing business priorities. Uses influence and negotiation skills to create synergies for innovative shared solutions across the enterprise.
Collaborates on Digital Business Strategy: Partners with executive leadership to define and execute digital business strategy, participates in and contributes to the assessment of external digital opportunities and threats, and internal technology capabilities required to achieve desired competitive positioning.
Innovates with Emerging Technologies: Stays current on new technologies, and directs the integration of emerging technologies to meet digital business strategy needs. Drives digital transformation initiatives using emerging technologies to enhance services, operations, and patient care.
Provides Strategic Direction and Oversight: Oversees the design, development, implementation and operation of IT systems, data, and programs, including enterprise architecture, fulfillment of security requirements, data analytics, and infrastructure management.
Manages IT Budget: Develops and controls the annual operating and capital expenditure budget for IT to ensure it is consistent with the overall strategic objectives of the enterprise. Demonstrates strong financial acumen in investment decisions and expenditure management.
Enhances IT Capabilities: Enhances the capabilities of IT by leveraging a multitude of resources, both internal and external; oversees strategic vendor and partner relationship management. (Consolidated below bullet.).
Develops IT Workforce Strategy: Works with HR and IT leadership team to develop an IT “People Strategy” that aligns with the business and IT strategy to recruit, develop, and retain top IT talent fostering a diverse, inclusive, and high-performing team.
Maintains IT Workforce Expertise: Develops and maintains an IT workforce with the appropriate mix of business knowledge, technical skills, and competencies that balance the needs between growing the agility required to achieve digital business objectives and ensuring that core IT functions are reliable, stable and efficient.
IT Management Framework: Implements an IT Management Framework (e.g., ITIL, DevOps, or similar) to improve IT service delivery and promote continuous improvement and adaptability.
Champions Digital Workplace Strategy: Leads a digital workplace strategy that promotes employee engagement, productivity, and effectiveness.
Engages in Enterprise Planning: Serves on enterprise planning and policymaking committees, drives the development of enterprise technology and data standards, governance processes, and performance metrics as well as necessary business process changes to ensure IT delivers value to the enterprise.
Establishes IT Policies and Standards: Oversees the development and implementation of enterprise-wide IT policies, working as appropriate with PSH/COM executive leadership and other units as appropriate.
Fosters Collaboration with Penn State University: Identifies opportunities for collaboration with Penn State University IT units to enhance support for PSH/COM and strengthen the university's larger technology environment.
Allocates IT Resources for Collaboration with PSU: Allocates appropriate IT resources to participate in collaborations with PSU.
Builds External Relationships: Establishes external relationships (locally and nationally) to learn from industry best practices, enhance PSH/COM’s reputation, and improve IT service delivery and support.
Cybersecurity Compliance and Operations: Responsible and accountable to ensure IT Department adheres to all cybersecurity policies, standards, and processes as outlined in the PSH Cybersecurity Program. This includes overseeing the formal documentation, design, and operation of IT services in compliance with PSH Cybersecurity Requirements.
MINIMUM QUALIFICATION(S):
Bachelor’s degree in Information Technology, Computer Science, Business Administration, or a related field, plus 10 years of senior technology leadership experience within a complex healthcare or equivalent environment.
Strong understanding and expertise in healthcare regulations (including HIPAA Compliance).
Exceptional communication, presentation, and negotiation skills.
Strong financial management skills with experience managing technology budgets.
Strategic thinker with the ability to execute tactically.
Proficiency in IT Management Frameworks.
Experience in leading technological activities through merger and acquisition.
PREFERRED QUALIFICATION(S):
Professional Certifications such as Project Management Professional (PMP), Certified Information System Security Professional (CISSP), Information Technology Infrastructure Library (ITIL), or equivalent a plus.
