By Light Professional IT Services (By Light) are leading providers of innovative Information Technology (IT) services and communications support to the Department of Defense and Federal Agencies. By Light is looking for personnel to support a U.S. Army information technology infrastructure program. The project includes conducting survey and design, engineer, furnish, install, secure, and test (EFIS&T) solutions to include non-secure internet protocol router (NIPR), secure internet protocol router (SIPR), Wi-Fi, Voice over Internet Protocol (VoIP), Inside Plant (ISP), Outside Plant (OSP), and Voice Modernization at U.S. Army Base/Post/Camp/Station (B/P/C/S) across the Continental United States (CONUS).
Responsibilities- Provide input to the PdM GENM-A Integrated Master Schedule (IMS).
- Recommends resolution of issues for program milestone decisions.
- Assist in master implementation, testing, and transition plans.
- Develop the Work Breakdown Structure (WBS) based on the overall system's Physical Architecture, identifying all the major systems and subsystems down to a configuration item level.
- Define configuration item level in terms of calendar time and resources to complete.
- Place developed system time and resources into scheduling software (Microsoft Project).
- Prepares, reviews, and delivers required reports and plans.
- Provides project support for reviews, conferences, briefings, and associated meetings.
- Education: Bachelor's Degree. An additional four (4) years of relevant experience allowed in lieu of a degree.
- Experience: Five (5) years IMS experience with at least two (2) years leading scheduling personnel.
- Advanced knowledge of Microsoft Project (Server or Online) a requirement, with Microsoft Project certification(s) preferred.
- Demonstrated experience on programs with responsibility for development and execution of the IMS, including setup, baseline management and update/maintenance, schedule analysis, critical path analysis, SRAs, and CDRL deliveries.
- Experience with schedule health metrics (e.g., DCMA 14-point check) and Schedule Metric Analysis - such as BEI, CPLI, SPI, etc.
- Must be located within a 30-mile radius of Fort Belvoir, VA and available onsite at GENM-A offices.
- Supported the U.S. Army or other Federal Agency.
- Has the communication skills to effectively interface with senior military officials, managers, and subordinates.
