Overview

Naval Facilities Engineering Systems Command (NAVFAC) Pacific has awarded Dragados JV a $3.4 billion task order - under an $8 billion indefinite-delivery/indefinite-quantity (IDIQ), multiple-award construction contract awarded in November 2021 to Dragados JV to replace a dry dock at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility at Joint Base Pearl Harbor. Flatiron Construction talent will be working alongside the Dragados JV to support the construction of this exciting project.

As the Environmental Inspector, you will be responsible for assisting the Environmental Manager in the implementation of the EPP commitments as well as ensuring compliance with all applicable environmental regulatory requirements. The Environmental Inspector functions as the principal inspector and author for environmental documentation of daily reports as well as gathering organizing all required documentation from specialists (biological, cultural, noise, air, water, hazardous materials, etc.).

What you will be doing

    Oversee implementation of the National Pollutant Discharge Elimination System (NPDES) Permit. Coordinate required amendments with Storm Water Pollution Prevention Plan (SWPPP)
  • Meet Erosion and Sediment Control Inspector Qualifications as defined by EPA, the NPDES Permit conditions and Certification as required by the State of Hawaii Department of Health (HDOH).
  • Implement environmental requirements and BMPs as outlined in this EPP and associated appendices; specifically, the Clean Water Act (Section 401 and 402), CWA 403 and MPRSA Section 103, Clean Air Act, and RCRA.
  • Coordinate and oversee environmental (biological, cultural, hazardous materials, etc.) as well as sediment and erosion control subcontractors.
  • Complete, submit, and maintain accurate records of environmental compliance. Including non-compliance reports, inspections, monitoring reports, exceedance reports, photos, weather reports, regular (daily, weekly, monthly, quarterly, and annual) reports.
  • Audits, analyzes, and reports on environmental performance to internal and external clients, as well as regulatory bodies.
  • Collaborates with design and construction teams to advise on minimizing adverse environmental impacts.
  • Conducts impact assessments to identify, evaluate, and mitigate environmental risks and financial costs.
  • Prepares environmental reports for supervisor review and leadership presentations.
  • Raises awareness across the organization about emerging environmental issues and coordinates public hearings and consultations.
  • Trains staff at all levels on environmental issues and responsibilities, and engages in environmental education and research to stay ahead of industry trends.
What we are looking for
  • Bachelor's Degree in Environmental Engineering or an environmental related field required.
  • Environmental certification highly regarded.
  • 5+ years of previous experience.
  • RCRA Hazardous Waste Management or equivalent Training in accordance with 40 CFR 262.17(a)(7) and 40 CFR 265.16, is a plus to have but will be required to complete upon hiring for the position.
  • Department of Transportation, Transportation of Hazardous Materials Training at least once every three years in accordance with 49 CFR 172.704, is a plus to have but will be required to complete upon hiring for the position.
  • More than one year of marine species observational experience and able to identify marine species, at minimum, to type of animal (e.g., shark, seal, dolphin, whale, turtle, ray, etc.), if sightings are brief or viewing conditions are poor, or to species if positive identification is possible.
