Position Description

Summary of Responsibilities:

Under general supervision, perform financial accounting responsibilities assisting management with fiscal affairs of the agency; supervise assigned staff, perform various duties within the accounting cycle process such as preparation of journal entries and issuing of control voucher numbers; establish and post entries to the General Ledger account, reconcile accounts; verify payment on service provider contracts; prepare payroll records; maintain accounting records, prepare budget documents and reports for Federal, State, and Local Government agencies and other entities; prepare management reports.

Essential Functions:

Supervision & Coaching.

  • Support and coach assigned staff. Ensure staff members have the needed training and knowledge to complete assigned tasks. As needed, recommend additional training, and provide ongoing feedback to support staff development.

Manage & Ensure Accuracy of Accounts.

  • Establish and oversee accounts for accounts payable and when needed, resolve discrepancies to ensure adherence to all local, state, and federal regulations. Ensure ongoing accuracy of all financial data, including, but not limited to general ledger and control accounts.

Payroll Oversight & Maintenance.

  • Prepare payroll records, manage/oversee benefits, calculate payroll and ensure adjustments are completed when needed.

Reporting.

  • Complete month-end closing reports, post provider invoices, prepare expense sheets, and prepare balances and financial statement summaries, including monthly, quarterly, and semiannual budget sheets for program areas.

Budget Development & Management.

  • Create and manage the budget for the assigned program. Review program budgets and grants to determine previous activities so that recommendations can be made for future budgets. Responsible for improving the overall financial performance within the program.

Education & Experience:

Two years as a Fiscal Technician and six (6) college credits in accounting; or three (3) years of accounting and/or budgetary experience and a business-related associate degree that includes six (6) college credits in accounting; or five years of bookkeeping experience and six college credits in accounting; or any combination of education and experience and training that includes or is supplemented by six (6) college credits in accounting.

Employment Requirements:

Automobile and Valid Insurance, Valid Driver's License and Acceptable Motor Vehicle Record Check, Act 33 and Act 34 Clearances, FBI Fingerprint Clearance, Social Security Card, Immigration and Naturalization (I-9), Drug Screening Clearance.

Working Conditions:

Prolonged periods working on a computer, comfortable communicating through virtual technology, and occasional travel (day) may be required for meetings. Comfortable working within an open office environment. Must be able to lift up to 15 pounds.
