MANAGEMENT PROGRAM ANALYST - INFORMATION MANAGEMENT DIVISION (BAMC-2024-21736):
Bowhead seeks aManagement Program Analyst to support the Information Management Division (RMD) at the Brooke Army Medical Center (BAMC) in San Antonio, TX. The Management Program Analysts are tasked with conducting studies and evaluations to assist management within the BAMC medical center at Fort Sam Houston, TX to operate more efficiently and effectively.
Responsibilities
Essential functions will include:
Provide administrative and customer support services.
Utilize various computer software tools and/or systems to create and provide a variety of reports in support of budget management.
Provide budgetary and statistical support by gathering, extracting, and compiling data for use in recurring and nonrecurring report formats, providing status updates on a regular basis.
Serve as a planner and analyst, assisting the Chief, Information Management Division, in gathering and analyzing information for management's use in cost analysis. Determine availability of data and methodology for generating requested data. Assist with the development and validation procedures for collecting, manipulating, and displaying data. When complex or non-standard applications or methodology is needed, use workload and manpower data from various sources to provide source data. Assist in analyzing data to identify trends, deficiencies, and accomplishments. Prepare reports and/or briefings for the Command's analysis results for use in the decision-making process.
Assist in preparing the MEDCOM Form 815, Request for Services Contract Approval (SCA) or DHA Service Contract Approval Request (DSCAR) processes. Maintain and transmit monthly Tracking Reports for Approvals and Disapprovals of contracts or SCA packets. Prepare contract requests for additional resources, option years, and modification of contracts per the direction and guidance from the Subject Matter Expert.
Assist with the in-processing and out-processing of all Contract Service Providers at BAMC. Assist in developing efficient and formal plans for in-processing and out-processing of contract personnel, as well as perform quality checks on paperwork submitted on contract personnel to ensure compliance under the direction of Government oversight and assistance.
Perform a variety of administrative and statistical functions to support budget formulation. Assignments include new and unusual work situations that require the adaptation of guidelines. Assist with the coordination of timely submission of budget estimates by line program managers and staff officials.
Organize budget data according to appropriation account, object class, and line-item code. Review estimates to ensure that amounts requested are within established guidelines. Research, compile, verify, and summarize data involving salaries, expenses, and object class. Determine the percentage difference of amounts requested by comparison against prior year expenditures. Select and enter budgetary information on a wide variety of related forms, schedules, and reports.
Consolidate budget estimates and prepare all forms and required documents for review and funding approval. Provide information to program managers and action officers on procedures, forms, and documentation required to support budget estimates. Coordinate the timely submission of budget estimates.
Compare current estimates with ongoing expenditures on a continuing basis. Prepare statistical reports, noting variances and assisting in determining cause and effect.
Compile a wide variety of reports and financial statements using a broad assortment of software systems and programs. Determine appropriate format and ensure results provide accurate reports. Utilize a wide variety of retrieval and reporting software such as General Fund Enterprise Business System (GFEBS) and The Defense Medical Logistics – Enterprise Solution (DML-ES) LogiCole.
Qualifications
A Bachelor’s degree is preferred, however a high school diploma or equivalent is required at a minimum in addition to at least four (4+) years’ experience working in a government and/or hospital environment is preferred.
Administrative experience in a government and hospital setting highly desired.
Advanced level computer/PC knowledge required including Microsoft Excel, Outlook, Word and PowerPoint.
Must be able to work in a fast-paced, deadline driven office environment where privacy and confidentiality is critical while working alone and in teams to ensure mission success.
Must be able to pass a pre-employment physical and provide proof of TDAP and Influenza vaccinations prior to employment and update as required.
Physical Demands:
Must be able to lift up to 25 pounds
Must be able to stand and walk for prolonged amounts of time
Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIREMENTS: There are currently no Security clearance requirements however qualified candidates must be able to successfully obtain a NACI check to gain access to the facility. Bowhead retains the right to change these requirements due to contractual requirements. Due to the location of this work, US Citizenship is a requirement for this location.
