The City of Pearland, TX is seeking to hire a Sr. Project Manager to lead and improve aspects of the day-to-day operations of our Engineering and Public Works department within our Capital Improvement Projects division. The Sr. Project Manager earns a competitive salary of $82,981.23 - $105,801.06/per year based on experience and qualifications. A Day in the Life of the Sr. Project Manager:
The Senior Project Manager is responsible for managing the design and construction of city-owned infrastructure projects from inception to completion, serving as an Owner's Representative on projects. Qualified candidates demonstrate the ability to lead multiple projects of moderate to high-complexity simultaneously, have a solutions-based mindset, achieve challenging goals, and balance a range of internal and external stakeholders.
The position is part of a team of project managers within the Capital Projects Division of the Engineering and Public Works Department. The Senior Project Manager typically takes the lead and strongly coordinates with project team members, other internal departments, consultants, contractors, other government entities, franchise utility companies, and community members. Works with limited supervision, under the general direction of the Assistant Director of Engineering and Public Works.
Supervisory Functions: Supervises Project Managers, Projects Coordinators, and other employees (as assigned) in the Capital Projects Division. Also coordinates and/or supervises project engineers, consultants, and contractors. Responsible for the overall direction, coordination, and evaluation of these personnel and consultants. Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Essential Functions:
* Manages the design and construction of city-owned infrastructure projects from inception to completion, which includes: scope definition, establishing a project budget, negotiating and administering contracts with design consultants, coordinating with stakeholder groups, reviewing design drawings, bidding for construction, construction management, commissioning, occupancy, and project close out. * Negotiates and manages contracts with design consultants and general contractors, including establishing the scope of work, fees, change orders, and monthly review and approval of invoices/pay applications for compliance with the contract and progress of work.
* Reviews design and construction drawings for compliance with applicable federal, state, and local building regulations and ordinances such as City of Pearland standards, International Building Code (IBC), Texas Accessibility Standards (TAS), Storm Water Pollution Prevention Plans (SWPPP), and Texas Commission on Environmental Quality (TCEQ).
* During construction, frequently conducts field visits to observe construction activities and ensure conformance with construction drawings and design intent. Actively participates in the construction management processes by way of reviewing submittals, RFIs, change orders, etc.
* Exercises judgment in scheduling and coordinating activities between various parties, planning and developing projects, and negotiating contracts and schedules.
* Represents the Department and City by attending project meetings, public events, and speaking engagements; attends staff meetings; schedules and coordinates project meetings and activities.
* Communicates and responds to residents and outside agencies regarding project inquiries.
* Other duties as assigned.
Education, Experience, and Licenses:
* Bachelor's degree in architecture, Engineering, Project/Construction Management, Environmental Design or similar field from an accredited school.
* Four (4) years in Municipal Government and/or working with federal, state, and local agencies is preferred.
* Valid Texas Driver's License.
Knowledge, Skills, and Abilities:
* Advanced knowledge of the principles and practices of architectural design, building systems/components and technology, construction delivery methods, cost estimating, contract management, construction delivery methods and team building
* Proficiency in project management practices, including project initiation, planning, execution, monitoring/controlling, and closeout.
* Experience in managing projects with funding from multiple sources and adhering to funding requirements
* Ability to adapt quickly to the use of project management-based software for construction management coordination with contractors, design teams, and internal teams.
* Experience with building codes, development codes, permitting and inspection processes.
* Knowledge of municipal government purchasing laws. * Skill with software programs such as Adobe, Bluebeam, AutoCAD, GIS, Microsoft 365
* Ability to read and interpret construction documents, specifications, and plans
* Ability to handle a variety of project demands and tasks and the flexibility to juggle multiple tasks simultaneously.
* Ability to effectively communicate verbally and in writing with both internal and external stakeholders.
* A positive attitude with a solutions-based mindset and enjoyment of working in a team-oriented atmosphere.
