Summary The Data Management Support Specialist (Data and Analysis Steward) serves in a key role for risk assessment functions, including identifying and developing Standard Operating Procedures (SOPs), quality control of data sets and data use, and formulating policy recommendations to further the data management and analysis objectives of PPQ. Responsibilities The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Serves as the data steward for Financial Management unit, assuming the lead role in ensuring that the design, collection, frequency, subject matter, and use of data are sufficient. Works with multiple PPQ staffs to solve problems, issues, and quality concerns regarding data governance of systems. Provides input for strategic direction for PPQ, serving as point of contact for administrative data and analysis that impact and cross into other Core Functional Areas (CFAs) and all databases. Compares data sets across PPQ and leads the effort with PPQ administrative professionals and business system owners to achieve consistency among the data collected and used in PPQ. Works with PPQ customers and APHIS administrative staffs to complete feedback loops to fix identified issues with databases and data collection functions. Helps identify projects for data analysis, data quality, and data and analysis stewardship, including new methods, new SOPs, and tools to implement quality analysis and reports Represents Financial Management in CFA workgroups needed to accomplish the tasks of PPQ. Reviews incoming data analysis requests for clarity of request and ability of analysis to be done prior to assigning requests to staff members. Monitors accountability and implements continuous improvement to data analysis products to ensure accurate outputs and results. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Leading information and data management projects that involve managing, quality checking, and governing a large data set to ensure data is accurate, complete, and consistent. Developing, designing, and enhancing Extract, Transform, Load (ETL) processes for data warehouse. Planning, designing, coding, testing, and maintaining relational databases to meet business needs. Writing complex structured query language (SQL) queries and stored procedures to implement ad hoc or scheduled data checks to assess the timeliness, completeness, and accuracy of data. Using available business analytic tools to review, research, analyze and resolve data reporting issues. Tracking, monitoring, and resolving data management issues and tasks by working directly with contractors, subject matter experts (SMEs) and system owners and identifies opportunities for improving data management processes. Note: There is no education substitution for this grade level. Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement.
