This position is being filled under Direct Hire Authority (DHA) in accordance with USD(P&R) memo of DEC 22, 2023, Direct Hire Authority for Certain Personnel of the Department of Defense, Title 5, United States Code, Section 9905. Per 3. Covered Positions E. Table 1.

Incumbents typical work assignments may include the following:
Serves as senior DoD specialist and advisor on DoD contracting and pricing regulations, policies, and associated procedures.Within areas of responsibility, develops new and refines existing procurement policies and regulations including developing and testing new techniques and procedures, evaluating and developing proposed innovations including proposed legislative initiatives, participating in formulation of government-wide policies, providing policy guidance and training to the workforce, and ensuring consistent policy application.Teams with acquisition professionals and government stakeholders at all levels to develop and communicate solutions on challenging, complex pricing and contracting issues.Serves as the procurement analyst responsible for initiating, developing and recommending contracting operational policies, procedures, guidance and oversight of the Defense Department governmentwide commercial purchase card (GPC) program. Serves as a procurement analyst within the DoD Purchase Card Program Management Office.
Reviews the effectiveness of Component (Army, Navy, Air Force and 4th Estate) purchase card program policies and procedures to ensure that they are consistent with governing law, regulation and DoD policy. Leads teams across Component card programs and/or other functional communities within the department to develop and integrate innovative approaches to determine efficiencies in the use of the card and to streamline Departmental processes and operations while minimizing associated costs. Works with the Director of Contracting eBusiness (who is the Director of the DoD Purchase Card Program Management Office) and other senior leaders across the Office of the Secretary of Defense (OSD) and the Components to define, integrate, and implement purchase card functional processes to support other strategic goals/objectives of the Department of Defense. Friday will be a non-duty day every week. I possess a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees and; at least 24 semester hours in any combination of the following fields; accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or origination and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree).
B. I am a current civilian employee in DoD, who occupied a GS-1102 position or contracting position with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000. SF-50s must be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception.
C. I am a current civilian employee in DoD, who served as a military member in a similar occupational specialty to the GS-1102 on or before September 30, 2000.In addition to the Basic Requirement, you must meet the following:You may qualify at the NH-04 (GS-14/15) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:
Negotiating contracts utilizing Federal Acquisition Regulation and/or Defense Federal Acquisition Regulation Supplement, and/or DoD contracting policies and associated procedures.Developing and operationalizing (e.g., promulgate and provide written/webinar/in-person training) department-level policies, procedures, guidance, and tools.Designing functional requirements for enterprise procurement-related systems and capabilities, such as the Procurement Integrated Enterprise Environment (PIEE) or the Card-issuing bank's Electronic Access System.Developing contract requirements (e.g., DoD GPC card-issuing bank services), facilitating necessary source selection decisions, and performing Contracting Officer Representative responsibilities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
