Alternate Program Manager (APM)
The U.S. Army Reserve Command (USARC) located at Fort Liberty, Fayetteville, North Carolina and its fourteen (14) education centers throughout the USA and Puerto Rico have a need for Education Support and Test Examination Services within their Army Continuing Education Services (ACES) program. USARC provides Service members with opportunities to continue their education similar to those available to their peers in the civilian sector. These education programs and services range from academic and career guidance to enhancement of job performance and skill qualifications and includes assistance to ease the transition of Soldiers returning to civilian life. ACES also supports the education and career goals of family members, Department of the Army civilians, and other eligible personnel.
The Alternate PM acts for gTANGIBLE when the Program Manager (PM) is absent. The PM or APM shall have full authority to act for gTANGIBLE on all contract matters relating to the ACES program's daily operation. In the absence of the PM, the APM is responsible for the performance of the work under this Education Support Services and Test Examination support contract. In the absence of the PM the APM will:
be the primary point of contract (PoC) with USARC
ensure the staffing of the contract is maintained across all distributed education center locations at all times
ensure the program's management structure is in place and manages the work performed
ensure the accomplishment of deliverables and other contract terms

Duties and Responsibilities
Duties include the following:
In the absence of the PM act as the primary point of contact (PoC) for gTANGIBLE with USARC's Contracting Officer's Representative (COR) and USARC Managers
Support and collaborate with the PM to ensure that there are a sufficient number of trained and qualified personnel and substitute personnel to meet the service requirements of the contract at all fourteen (14) locations multiple locations at all times
Support and collaborate with the PM to ensure the program's management structure is in place and delivers effective and timely coordination and management of all work performed on this contract
Support and collaborate with the PM to ensure the accomplishment of all deliverables and other terms on this contract
Knowledge and Qualifications
Able to read, write, speak, and understand the English language to effectively carry out applied printed rules, detailed orders, instructions, and training material.
Have a command of both the written and spoken English language to properly clearly, and effectively communicate in person or via electronic devices (telephone or e-mail) with co-workers, customers, and the general public.
Proficient knowledge and experience in Microsoft Office, particularly MS Word, MS PowerPoint, MS Excel and MS Project.
Must be a United States Citizen.
United States Military Veteran, is preferred.
Master's Degree from a college or university that is accredited by a national or regional accrediting agency recognized by the U.S Department of Education.
Minimum of five (5) years of Program Management experience.
Experience in supporting education services, academic entities delivering education, and/or military training contracts/programs or equivalent(s).
Working knowledge of the United States Army Reserve (USAR) and prior USARC experience is preferred, but not required.
Knowledge and experience providing quality customer service to Government employees, military personnel, contractors, and/or visitors.
Secret clearance or Interim Secret eligible.
