The Manager, Operational Compliance is responsible for managing comprehensive compliance and operational reviews in support of the Yaamava Resort & Casino, in accordance with Accounting Department policies and procedures. The Manager, Operational Compliance assists the Director, Operational Compliance in conducting and leading periodic, ongoing compliance and operational reviews of internal programs and operations. This role identifies and assesses any noted deficiencies and/or inefficiencies in both gaming and non-gaming departments. The Manager, Operational Compliance, is responsible for preparing detailed reports of their findings and recommendations in a professional manner consistent with industry practices. The Manager, Operational Compliance, is responsible for making presentations to senior management by reporting findings and presenting recommendations. The Manager, Operational Compliance role is critical to managing risk and provides senior management their assessment of the risks associated with Casino programs, products, and services.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Provides managerial oversight of Operational Compliance (OC) area including work performed by team members and related administrative tasks. Provides guidance to team members performing policy and internal control reviews and submissions. Prioritizes work assignments based on the annual internal review plan and takes into account the complexity of assignments and the skill level necessary to perform work. Ensures timely submission of policies and internal controls for stakeholder and Gaming Commission approvals. Oversees the OC exception and corrective action dashboard and follows-up with applicable stakeholders to ensure effective and timely action.
2. Ensures work performed by team members meets regulatory requirements, industry standards, practices, and expectations set by the Director, Operational Compliance relative to evaluating program quality and effectiveness, identifies areas for improvement, and forecasts future program needs. Performs and directs internal operational internal control assessment activities for enterprise departments supported by OC Team. Performs review and evaluation of work on programs for complex and sensitive cases, as needed. Reviews draft reports prepared by staff and approves all final reports for submission to management.
3. Manages and provides feedback to associates and management via meetings, collaboration and reports. Make presentations to department management, executive management, the Gaming Commission and other committees as necessary.
4. Assists the Director, Operational Compliance in process development and improvement initiatives with respective departments. Plans, measures and analyzes data, monitor trends and evaluates process and service quality and service quality gaps.
5. Assists the Director, Operational Compliance in developing an annual internal review plan after taking into consideration feedback from senior management. In collaboration with the Director, Operational Compliance, coordinates all internal and external audit reviews including documentation and written responses.
6. Performs other duties as assigned to support the efficient operation of the department.
SUPERVISORY RESPONSIBILITIES
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.
EDUCATION, EXPERIENCE AND QUALIFICATIONS
- Bachelor's degree in accounting, finance, or a related field is required.
- Minimum three (3) years experience required. Casino/resort gaming experience preferred.
- Minimum three (3) years of Supervisory and/or senior-level auditor experience in the areas of audit, quality control, or risk management experience required.
- Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
- Experience in performing audits, reviews, and/or assessments under Generally Accepted Auditing Standards (GAAS) or similar standards (e.g. Generally Accepted Auditing Standards) required.
- Experience in the areas of quality assurance, internal controls, program effectiveness, program improvement and/or regulatory matters relating to the Bank Secrecy Act, Anti-Money Laundering, and/or OFAC matters required.
- Must have excellent interpersonal, analytical, research, and managerial experience in leading teams on audits or projects.
- Must demonstrate the ability to communicate verbally and in writing throughout all levels of the organization.
- Proficient computer skills including Microsoft Office Suite, Outlook, SharePoint, and relevant audit software required.
- Ability to use critical thinking and work under pressure required.
- Experience performing consulting/auditing work in the casino industry, and/or working for a casino regulator preferred.
- Project management experience preferred
- At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.

- ☐ Driving Responsibilities: Role requires regular commuting between locations. A valid driver's license and vehicle insurance with minimum liability limits is required. Role will not operate or drive Tribe-owned vehicles or patron vehicles.
- ☒ No Driving Responsibilities: Role does not require a driver's license or insurance.
- ☐ Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver's license with an acceptable driving record as determined by the insurance carrier is required.
