The Information Technology Department is seeking a highly skilled professional, committed to partnership and collaboration opportunities to further promote and enhance broadband access and technological advancement across Coconino County. This individual will be committed to public service, have an appreciation of the people, cultures, landscape, and unique attributes of Coconino County with demonstrated experience managing complex technology-related projects. Under general direction, this position reports to the CIO; performs related work as assigned and may have complex special Rural Broadband assignments varying in nature and responsibilities.
Please note:
Presently, this position is up to 60% remote work and 40% minimum in office time. When working remotely, 1-hour response time is required for urgent IT matters and is subject to change at any time.
Please note: This position is a limited appointment position ending June 30, 2025. The full salary range for this position is $84,901 to $123,684. The hiring range for the position is $84,901.00 to $97,363.15.
This position will require the successful completion of a Criminal Justice Information Services fingerprint and background clearance within 90 days of employment.

Illustrative Only Maintain knowledge of federal, statewide, and regional broadband program with specific knowledge of the Broadband Equity, Access, and Deployment (BEAD) Program Develop and maintain key stakeholder relationships with various Internet Service Providers, State, Local, Tribal, and other business partners to promote broadband in identified unserved/underserved areas Support County in all stages of the BEAD process including, but not limited to assistance with letters of intent, requests for initial planning funds, development of the five-year plan, program funds allocations, initial proposals, challenge process, subgrantee selection, planning, and final proposal development Lead and participate in local and statewide broadband committees to track and report upon progress of collaborations and projects impacting Coconino County Plans, implements, administers, and evaluates programs, especially as related to those that provide Broadband services to the public, and local government including but not limited to developing a Coconino County Digital Equity Strategic Plan. Identify and pursue grant(s) to further promote high speed internet access Maintain internet speed reports with the ability to challenge inaccuracies with the State Broadband Director of Arizona Present executive report to policy makers, community members, and peers Develop and maintain a public facing website to educate our constituents on broadband eligibility, projects, broadband literacy, etc. Participates in development and operational activities to achieve the departments long-term and short-range goals and business objectives Responds to current and expanding broadband needs to promote healthcare, education, public/life safety, tribal communities, economic development, transportation, tourism, hospitality, etc. Review RFP/RFI submissions relating to broadband enhancements Track legislative initiatives impacting rural broadband development Prepare agendas, biweekly status reports, and follow-up actions for meetings with internal or external customers Routinely communicate to the CIO Other duties as assigned Attend in-person and virtual meetings with various stakeholders, documenting meetings while representing the County's interests May supervise staff and/or teams Essential functions include: working with and around others; working with frequent interruptions; repetitive (hand, wrist, elbow and shoulder) motion for computer work; visual acuity (near and far) for computer work; color vision for working with computer screen; hearing and speech for ordinary conversations and presenting to groups; touch for computer work. Minimum Qualifications
Bachelor's degree in Information Technology, Computer Science or related field and four years progressively responsible management experience in an informational technology environment; OR, Six years of progressively responsible work experience in an informational technology environment; OR Any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.
Preferred qualifications:
Strong telecommunications background.
The
ideal candidate
will have in-depth knowledge of the telecommunications and information technology industries. This position will promote Coconino County Rural Broadband, including representing County interests and objectives to policy makers, and regional partners.
This position is exempt from overtime.
Note: Individuals in exempt classifications as part time employees may be classified as non-exempt per FLSA law regarding minimum weekly salary requirements.
Knowledge, Skills and Abilities
Considerable knowledge of:
Broadband and/or telecom industry FTTH, FTTC, FTTN, Transport, Microwave, Wireless, LEO, Etc. Funding programs BEAD, RDOF, USDA, NTIA, FCC, MM, TBC, Etc. Broadband Strategic Plans including but not limited to Arizona Digital Equity Plan, NACOG Broadband Strategic Plan, Arizona Broadband Statewide Middle-Mile Strategic Plan Principles and practices of customer service and relations Grant development, administration, and reporting County, state, federal laws, regulations, ordinances, and provisions of the division assigned Public funds administration including budgetary practices, purchasing, contract management and program cost analysis
Skill in:
Analyzing programs and services, and structuring new programs and improvements Working in a fast-paced, high-demand environment with evolving priorities
Ability to:
