Salary: $75,814.00 - $113,721.00 Annually Location : Wake County, NC Job Type: Permanent Full-Time Job Number: 24-14502 Department: Dept of Health and Human Services Division: Child and Family Well Being Opening Date: 11/20/2024 Closing Date: 12/5/2024 5:00 PM Eastern Job Class Title: Applications Systems Analyst II Position Number: 65006381 Section: Community Nutrition Services Salary Grade: DT09 Recruitment Range: $75,814 - $112,964 Description of Work The Division of Child and Family Well-Being is a division at the NC Department of Health and Human Services (NCDHHS) that focuses on supporting whole child and family health and well-being for North Carolinians with several sections including nutrition programs (WIC, SNAP and Child and Adult Care Food Program), health & prevention services for children and youth, children's behavioral health programs, and early intervention programs. This position is housed in the Community Nutrition Services Section which promotes sound nutrition habits among women in their childbearing years, infants, children and youth. Section staff work with representatives of state, county and private providers/agencies to promote healthful dietary and physical activity behaviors and best practices. The CNSS administers the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), the WIC Farmers' Market Nutrition Program (FMNP), the Breastfeeding Peer Counseling Program (BFPC), and the Child and Adult Care Food Program (CACFP). This position serves as the Release Manger for the Crossroads Management Information System (MIS) which supports the administration of the WIC program at the state and local levels. The position is responsible for planning system enhancements, coordinating joint application design sessions (as needed) and user acceptance testing, scheduling system upgrades which requires multi-agency coordination, and extensive coordination with the Electronic Benefits Transfer (EBT) contractor. This position takes a lead role in procuring a maintenance and enhancement (M&E) contractor by drafting the RFP, working through the evaluation process, and overseeing any transition in/out activities. The position oversees the service level agreement and serves as the primary point of contact with the vendor. This position also oversees Privacy Threshold Analysis documentation, coordinates with IT on privacy and security as well as architecture staff to ensure compliance for the Crossroads system, but also for supporting third party vendors that provide texting services and a health education portal that stakeholders utilize. Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development; OR Associate degree in computer science or an IT related field from an appropriately accredited institution and three years of experience in application consulting or development; OR High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development; OR An equivalent combination of education and experience.
