Church Street-Consumer Billing Dept., NC Job Type: Non-Exempt Job Number: 00321 Department: Consumer Billing and Receiving Opening Date: 10/16/2024 Description OPEN UNTIL FILLED General Definition of Work Performs intermediate skilled administrative and accounting support assisting with Utility Billing, Accounting and Tax Departments and related work as apparent or assigned. Work is performed under the moderate supervision of the Finance Director and Customer Service Manager. Examples of Duties Essential Functions Enters, prepares and distributes invoices for miscellaneous revenue/general billing revenue for customers such as extra trash pickup, cemetery, cut lots, water tower rentals, etc. Generates necessary financial reports from general billing software system to assist staff and auditors Verifies and updates web payments and interactive voice response payments daily for accounting purposes to ensure accurate monthly balances and reconciliation to bank statement Balances daily deposits and payment journals, reversals and write-offs Understands posting journals and allocations between Utility billing and Munis Applies sales tax laws associated with Utility Billing Understands General Billing invoices and allocation codes Completely understands the process and importance of every payment received in Light and Water, immediate deposit of checks and verifies with other departments if uncertain of accounting process to apply payments Performs general office duties including typing from prepared drafts, copying, faxing, generation of computer reports, mailing documents, taking messages, and related tasks Assists Tax Department with annual preparation and distribution of tax notices Assists with filing and other tasks in Accounting Department Provides back-up support to finance employees as required Operates a variety of standard office equipment All other duties as assigned. Provides excellent customer service when working with citizens, elected officials, and/or associates Supports the overall City organization by executing the directives as set forth by the immediate supervisor and elected officials. Typical Qualifications Knowledge, Skills and Abilities General knowledge of clerical and accounting terminology, methods, procedures and equipment; general knowledge of standard office procedures, practices and equipment; ability to understand and follow oral and written directions; ability to follow detailed work procedures; ability to post accounts and to perform mathematical computations with speed and accuracy; skill in the use of personal computer and a variety of office machines; ability to establish and maintain effective working relationships with associates and the general public. Education and Experience Associates degree with an emphasis in accounting, moderate experience in customer service, collections or billing operations, accounting environment preferable in the public sector, or equivalent combination of education and experience. Physical Requirements This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires standing, walking, sitting and stooping, kneeling, crouching or crawling and occasionally requires climbing or balancing and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines and observing general surrounds and activities; work occasionally requires working near moving mechanical parts; work is generally in a moderately noisy location (e.g. business office, light traffic).
