Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders. CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OFFICE. This is a highly responsible and professional position that will serve as the state coordinator for the Behavioral Health Network Program (BNET). The BNet program provides behavioral health services to children and youth from age 5 through age 18 who are enrolled in the Children’s Medical Services Healthy Kids insurance plan. BNet is a capitated managed care plan. The position works closely with the Department of Health, Healthy Kids, Managing Entities, and BNet Lead Agencies. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented. Specific Duties and Responsibilities include: Serves as Subject Matter expert for the BNet program. Reviews existing policies and plans related to the processes of eligibility determination, enrollment, budget management, and data collection and analysis. Develops policies and plans as needed. Annually reviews the BNet Guidance Document and making any updates needed. Provides training and technical assistance for regions, circuits, Managing Entities and their lead agency Behavioral Health Network contractors on eligibility determination and enrollment, budget management, and data collection and analysis. Serves as Behavioral Health Network program liaison with the Department of Health, Managing Entities and BNet Lead Agencies. Serves as an administrative liaison with the other KidCare Partners including the Agency for Health Care Administration, and Florida Healthy Kids. Maintains an enrollment database. Securely sends and receives program enrollment information to and from Children’s Medical Services and incorporates it into the database. Manually enters data from the BNet Lead Agencies. Distributes enrollment rosters monthly to Lead Agencies and Managing Entities. Tracks spending and recommends budget allocations and re-allocations on at least an annual basis. Creates reports on projections for enrollment and program spending for the Legislative Budget Commission’s Social Services Estimating Conferences. Develops long range Medicaid, utilization or state health office programs, fiscal and cost reimbursement plans; coordinates the development of program objectives and goals; develops program performance standards and criteria. Develops, coordinates and monitors assigned components for the state health office. Develops, coordinates and monitors opportunities for alternative funding sources for the state health office program activities. Directs and coordinates the planning and implementation of operational reviews, program reviews and program monitoring activities. Designs, develops and implements program research, demonstration and pilot projects. Designs and conducts research projects and special studies using epidemiological techniques related to analysis of public health problems and disease outbreaks. Prepares program analysis, reviews and reports. Analyzes Medicaid, utilization program or state health office expenditures and prepares surplus/deficit analysis. Analyzes state health office expenditures and service needs. Analyzes and develops fiscal impact statements on proposed cost containment measures and program revisions. Analyzes cost reimbursement methodologies for all Medicaid or utilization services to determine the affect on provider participation, quality of care, efficiency, economy and compliance with federal and state laws, rules and regulations. Assists in the design and implementation of various cost reporting and data collection techniques related to Medicaid, state health office or medical cost reimbursement planning. Develops medical and surgical fee schedule, guidelines and procedures. Develops Medicaid cost reimbursement manuals, guidelines and procedures. Represents the department in local, state and national meetings. Performs related work as required. Minimum Qualifications: A bachelor's degree from an accredited college or university and four years of professional experience in a health or rehabilitation program involving program or policy planning and development, program research or evaluation, finance, statistical analysis, accounting, auditing or budget analysis; or A master's degree from an accredited college or university in business, statistics, mathematics, economics, public administration, health or social services administration and three years of professional experience as described above; or A doctorate from an accredited college or university in any of the areas of major study described above and two years of professional experience as described above. Professional experience as described above may substitute on a year-for-year basis for the required college education.
