We’ve got what you’re looking for.Job Description:Parsons is looking for an outstanding and motivated senior business manager with significant Earned Value Management System (EVMS) experience supporting large programs and working with teams of Cost Account Managers, program management, and customers.  A successful candidate will also have Agile program experience.What You'll Be Doing:Manage the program control analysts and Earned Value Management (EVM) team which includes Cost Account ManagersEnsure the program cost baseline satisfies contractual requirementsDevelop and execute program budgets and financial plans that align with the program baseline and manage the presentation of those baselines to be presented at Integrated Baseline Reviews (IBR) with the governmentBlend Agile practices with EVM system. Develop and lead implementation of business system and process documentation that support program and business management.Provide program resource management including cost estimation, allocation, tracking, and analysisContinually assess project performance, identify issues, and develop solutions to meet specific goals and objectives.  Develop reports to document performance to convey to leadership.Develop program unique standards and process instructions for planning, scheduling, baseline control, EVMS, financial controls, subcontract cost integration, and Integrated Program.Ensure compliance with national, EVMS, and associated internal company procedures.Integrated Program Management Report (IPMR) compilation and analysis.Deliver compliance and financial reportingConduct on-going collaboration with the customer and functional teamsProvide assistance with contract negotiationsApprove subcontractor invoicesReview contractual documentsSupport pricing and proposal activitiesWhat Required Skills You'll Bring:Bachelor’s degree in Business Administration, Finance, or related field with minimum 12 years of industry related experience as a Business Program Analyst working with EVM baselines and leading EV teams.Prior experience within DoD industry to include understanding of government program budgeting and forecasting, cost accounting standards, establishing financial and schedule (re)baselines, and Annual Operating Plan development.Established knowledge of business process/life cycle management principles, theories and concepts and a general understanding of industry practices, techniques, and standards.Understanding of the EVM rhythm at the program level, experience integrating EVM with Agile software development methodology, and implementing EVM baselines using Microsoft Project and Deltek Cobra.Contributor to the development to program and business management processes and systems:Ability to identify issues and develop solutions to a variety of complex problems of diverse scope.Excellent analytical, interpersonal skills, and verbal/written communication skills to accurately document, report, and present EVM findings.Knowledge of Compliance Documents per the Statement of Needs:Streamlined SSC IBR ProcessIntegrated Program Management Data and Analysis Report (IPMDAR)Cost and Software Data Reporting (CSDR) Manual (DoD 5000.04-M-1)Knowledge of EVMS & Agile Documents:An Industry Practice guide for Agile on Earned Value management Programs (May 26, 2019 Version 1.3)Agile and Earned Value Management: A Program Manager’s Desk Guide (2020)Expertise on the EIA-748 EVM guidelines with understanding of industry/government EVM guidance (including the DFARS clauses 252.234-7001/7002, DoD EVMS Interpretation Guide, EVM Implementation Guide, IPMR/IPMDAR DID, and MIL-STD-881 work breakdown structure)Experience supporting Integrated Baseline Reviews (IBRs) and Joint Surveillance Reviews (JSRs).Active Secret with the ability to obtain DoD TS SCI.What Desired Skills You'll Bring:MBA, CPA, Program Management Professional (PMP), and/or Earned Value Management Professional (EVMP) credentials with demonstrated experience.SharePoint experience to support the Earned Value Resource Center (EVRC) intranet site, including user documentation library, and program artifact sites.Ability to interpret/analyze IPMR Formats 1-7 to identify key takeaways and support program staff accordingly, conduct independent analysis of EVM data and metrics, including DCMA EVMS Compliance Metrics, with follow up of recommended actions.Program planning and scheduling experience.Experience with one or more EVM tools (EVMS for Project are preferred).Basic Qualifications:Detail oriented, possess strong written and verbal communication, leadership skills, maintain strict confidentiality of sensitive information, and capable of seamlessly integration between teams.Demonstrated strong analytical and project leadership skills including organizing, scheduling, conducting, and managing assignments to meet project milestones.Experience preparing and presenting financial analysis in clear and concise manner to team, leadership, and customer.Proficiency in all Microsoft Office core applications, SharePoint, and SAP BW.Ability to build and maintain working relationships with customers (program EVM stakeholders), management, and team members through strong analytical customer-focused skills.Minimum Clearance Required to Start:SecretThis position is part of our Federal Solutions team.Our Federal Solutions segment delivers resources to our US government customers that ensure the success of missions around the globe.
