In accordance with the DoDM 5105.21 v3 and ICS/ICD 705, the SSM shall draft the Construction Security Plan (CSP); outline threat and risk mitigation strategies to be carried out for each Task Order (TO) for DIA/SEC approval. As directed by the COR the SSM shall implement the CSP when approved by DIA/SEC or the local responsible government security officer. The CSP shall be implemented by the 35% construction design mark. Shall participate and provide technical support when attending meetings, in-progress reviews, integrated concept, product teams, working groups, design meetings or conferences. Must be dedicated to this project and shall not hold any other positions on other contracts unless specifically authorized by the COR and Authorizing Official (AO) to be a Part Time SSM. Shall perform design reviews of the project plans throughout each phase of the design process. Must conduct design reviews shall be done from a security perspective to confirm designs and plans are all inclusive of Sensitive Compartmented Information Facilities (SCIF)/ Special Access Program Facilities (SAPF) accreditation requirements, both in their identification and within the details. Must work with the Accrediting Official AO/SSO and project's General Contractor (GC) on the security requirements for the project. Must ensure requirements contained within the ICD/ICS-705 (current version) are implemented and advising the AO/SSO of compliance or variances. Must conduct periodic security inspections to ensure compliance with the CSP and accuracy of SCIF accreditation documents. Must prepare and submit for review all required SCIF, T-SCIF, Compartmented Area, SWA construction and accreditation documentation to include but not limited to: Pre-construction checklist, Fixed Facility Checklist (FFC), TEMPEST Checklist, TEMPEST attachments, Modification Security Plan and others as required. Must document security violations or deviations from the TO specific CSP and notifying the AO/SSO within 1 business day. Must ensure that the approved CSP for each projected is implemented IAW DIA/SSO guidance and approvals. Must apply extensive knowledge of DoD, the ICD/ICS, and any additional administrative policies, regulations, instructions, and procedures to develop and apply new techniques to implement and execute innovative SCIF construction security strategies to achieve the goals and objectives for the construction security and accreditation of this project. Must initiate and update the FFC and TEMPEST Checklist for each new project, facility modification or facility change, compiling all required documentation (floor plans, certifications, details, etc.) for submission to the AO/SSO.
