THE OFFICE OF PUBLIC INSTRUCTION IS NOW REQUIRING ALL PARAEDUCATORS TO PROVIDE A COPY OF THEIR HIGH SCHOOL DIPLOMA AND/OR HIGH SCHOOL TRANSCRIPTS OR GED TO MEET TITLE 1, PART A FEDERAL LAW REQUIREMENTS. PLEASE PROVIDE OUR OFFICE WITH A COPY PRIOR TO BEING THE SELECTED CANDIDATE.

Purpose Statement

The job of Accounting Technician is done for the purpose/s of providing technical and analytical knowledge as well as performing various accounting tasks to ensure the day-to-day operations of the Business Services department. This position may perform a combination of duties and responsibilities listed below, depending on the structure of the department and task assignment(s) given by the assigned administrator.

Essential Functions:
  • Advises administrators, vendors, and district staff for the purpose of ensuring district fiscal transactions are completed in compliance with legal requirements;
  • Analyzes fiscal reports (e.g. detailed transactions, accounts payable and receivable, cash reports, etc.) for the purpose of ensuring accurate annual financial statements;
  • Assists department personnel, other staff, and a variety of outside parties regarding procedures and/or program requirements (e.g. Associated Student Body (ASB) program, training of new employees, facilitation of meetings, posting of financial information to District website, etc.) for the purpose of providing support for completing transactions, identifying appropriate action and/or complying with established financial procedures;
  • Attends meetings, training, workshops, etc. for the purpose of upgrading skills, conveying information, and/or providing information required to perform job functions;
  • Coordinates district's fixed asset inventory program and facility use rentals (e.g. partners with other departments/sites in collection of financial and/or liability information, etc.) for the purpose of meeting district, state, and federal compliance and regulations;
  • Maintains the district-wide purchasing system, as well as vendor and payor database (e.g. purchasing cards, yearly vendor 1099's, etc.) for the purpose of ensuring purchasing procedures are in compliance with district, state, and federal regulations;
  • Maintains a variety of district financial records (e.g. cash transactions, vouchers, grant documents, purchase orders, revenue reports, petty cash, impress funds, etc.) for the purpose of meeting financial management, audit, and retention requirements;
  • Monitors multiple District funds (e.g. general fund, ASB fund, debt services, capital projects,
  • transportation vehicles, private purpose trust, etc.) for the purpose of meeting the district's cash needs in compliance with state and federal laws;
  • Participates in meetings and trainings, etc. for the purpose of conveying and/or gathering information required to perform job functions;
  • Prepares a variety of written and digital accounts payable, accounts receivable, and other related
  • financial documents (e.g. County Treasurer's reports, fund reports, etc.) for the purpose of documenting activities, providing reference, conveying information, and complying with established financial, legal and/or administrative requirements;
  • Processes accounts payables and receivables (e.g. contractual employee reimbursements, coordination with the Payroll department, etc.) for the purpose of authorizing timely and accurate payments in accordance with district policies and procedures, recognized standards and all applicable federal, state and local laws;
  • Reconciles a variety of financial data (e.g. records, etc.) for the purpose of maintaining accurate account balances, records retention, and ensuring compliance with established accounting practices;
  • Research discrepancies of submitted financial information, records and/or documentation for the purpose of ensuring the accuracy and adhering to established procedures prior to processing;
  • Responds to inquiries from a variety of sources (e.g. district employees, vendors, auditors, etc.) for the purpose of facilitating communication and/or providing guidance among several parties;
  • Reviews contracts and service agreements (e.g. new district contracts and forms, archiving and
  • records retention, etc.) for the purpose of coordinating projects between the Business Office, schools and departments.
Other Functions:
  • Performs other related duties as assigned (e.g. prepares formal bids and quotes, etc.) for the purpose of ensuring the efficient and effective functioning of the work unit.
Job Requirements: Minimum Qualifications

Skills, Knowledge, and Abilities

SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: applying pertinent codes, rules and regulations; operating standard office equipment including pertinent software applications; preparing and maintaining accurate records; and performing accounting procedures (word, excel, outlook, etc.).

KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and understand complex, multi-step written and oral instructions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: accounting/bookkeeping principles; and computer skills.

ABILITY is required to schedule activities; often gather, collate, and/or classify data; and use basic, job-related equipment. Flexibility is required to work with others in a variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using defined methods. Ability is also required to work with a wide diversity of individuals; work with a variety of data; and utilize specific, job-related equipment. Problem solving is required to identify issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is limited. Specific ability-based competencies required to satisfactorily perform the functions of the job include: communicating with diverse groups; maintaining confidentiality; meeting deadlines and schedules; setting priorities; and working with detailed information/data.

Responsibility

Responsibilities include: working under direct supervision using standardized procedures; leading, guiding, and/or coordinating others; supervising the use of funds. Utilization of resources from other work units is often required to perform the job's functions. There is some opportunity to impact the organization's services.

Work Environment

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 80% sitting, 10% walking, 10% standing. This job is performed in a generally clean and healthy environment.

Experience: Job related experience within a specialized field with increasing levels of responsibility is required in Related experience may be substituted on an equivalent bases for education requirement. Three years progressive experience in database management, cost analysis, and budget process preferred. Advanced knowledge in Microsoft suite required. Fiscal analysis methods and practices.
