Job Description

We are currently hiring for a Community Service Worker I (Custodial) in our Community Services Department. Duties include: cleaning, maintaining, and securing public buildings and equipment; performing custodial activities such as vacuuming and shampooing carpet, sweeping, and mopping; setting-up meetings and conference rooms; performing a variety of maintenance functions, electrical repairs, plumbing duties, monitoring boilers and cooling units; snow removal; and more!

Requirements:
  • At least 18 years old
  • Possess a High School Diploma or equivalent (GED, etc.)
  • Possess or obtain (within 30 days of hire) and maintain a valid Wisconsin Driver's License
Preferred Qualifications:
  • HVAC maintenance experience
  • Computer/work order system experience

JOB DESCRIPTION

POSITION SCOPE

Under general supervision, performs routine manual work in the maintenance and upkeep of public buildings and grounds. Responsibilities include cleaning, maintaining, and securing public buildings and equipment. This position works on an assigned shift and receives verbal or written instructions. Work is subject to inspection during progress and on completion. There is contact with employees and the general public.

ESSENTIAL FUNCTIONS

Performs custodial activities such as vacuuming and shampooing carpet; sweeping; mopping; scrubbing, stripping, and polishing floors; washing walls, windows, and woodwork; dusting, polishing, arranging, and moving furniture and equipment; cleaning restrooms and replenishing supplies.

Performs conference room and meeting set-ups.

Performs a variety of maintenance functions. Repairs all building operating apparatus, prepares surfaces for painting, paints and performs general carpentry.

Performs electrical repairs such as: replacement of light switches, wall receptacles, light fixtures, motors, air conditioning units, etc.

Collects garbage from offices, hallways, bathrooms, common areas and consolidates it.

Performs plumbing duties including repair of faucets and traps, replacing valves, drinking fountains, and other plumbing fixtures.

Performs snow removal duties as needed.

Inspects safety equipment including eye wash stations and fire extinguishers.

Monitors boilers for the purpose of heating public buildings. Inspects heating valves and VAV equipment for proper operation.

Operates chillers for the purpose of cooling public buildings. Performs maintenance and repairs on chillers and equipment, as needed, cleans coils, monitors building management software.

Maintains air handling equipment, cleans interior coils, replaces air filters, inspects motors and drive belts, performs monthly, quarterly, and semi-annual preventive maintenance.

Maintains City grounds including raking, mowing, watering lawns, removing rubbish, removing snow and ice manually and operating a snow blower, pick-up and other small equipment, as needed. Loads and unloads pickup and delivery vehicles.

Performs repairs and maintenance on the City's radio tower sites. Maintains HVAC systems, checks for alarms or faults, and maintains building grounds.

Operates a computer in order to process work orders using the City's building management program, checks building operations such as security, fire alarms, HVAC control systems, and diagnoses building management system alarms and failures.

Conducts periodic inspections of facilities and reports any damaged or missing property.

NON-ESSENTIAL FUNCTIONS

Performs related duties as required.

EDUCATION/EXPERIENCE/CERTIFICATIONS

A High School Diploma or equivalent (GED, etc.) is required.

Must be at least 18 years old.

Must possess or obtain (within 30 days of hire) and maintain a valid Wisconsin Driver's License.

HVAC maintenance experience is preferred.

WORK ENVIRONMENT

Job consists of a combination of walking, stooping/bending, twisting and reaching. There will be exposure to heat, cold, wet, and slippery conditions. In addition, there will be exposure to dust, noise, hazmat materials, and chemicals. Lift on occasion 20 to 50 lbs., frequently 10 to 25 lbs., &/or constantly 10 lbs. maximum. The position is classified as medium according to the City's job demand physical analysis. A complete description of physical requirements is available upon request.

LABOR AND TRADES EMPLOYEES
(Effective January 1, 2024)

Benefits listed are for full-time employees. Part-time employee benefits are prorated based on the budgeted hours of the position except for vacation which is prorated based on the number of hours actually worked.

Paid Holidays

Holiday Pay for Shift Workers at Water Plant
Utility Operator I's who are scheduled and work these holidays will be paid at 1.5 times their regular straight time hourly rate.

Floating Holidays
Three floating holidays to be taken at the employee's discretion with supervisory approval. Employees hired January 1 - June 30 are entitled to three floating holidays during the first year of hire. Employees hired July 1 - December 31 are entitled to one and one-half floating holidays during the first year. Employees terminating prior to July 1 are entitled to one and one-half floating holidays. Floating holidays not used within the calendar year will be forfeited.

Sick Leave
One day per month accruable to 120 days.

Wisconsin Retirement System
As required by state law, the City and the employee are each required to contribute into the Wisconsin Retirement System. The total contribution is 13.8% of earnings, with the City and the employee each contributing 6.9%.

Deferred Compensation Plans
Available participation in a 457 retirement savings plan offered by the City. Contributions cannot exceed the annual maximum limit allowed by the IRS.

Roth Plans
Available participation in the Roth 457 and Roth IRA retirement accounts offered by the City. Contributions cannot exceed the annual maximum limit allowed by the IRS.

Supplemental Worker's Compensation Pay
Upon the determination of eligibility, the City shall pay a regular full-time employee who is injured on the job the difference between 87.5% of their regular salary and their worker's compensation payments, as long as the employee is on injury leave, but not to exceed 90 days for the same injury. When an employee has used the full 90 days of injury leave and is still unable to return to work, the employee may petition the City Council for an extension.

An employee who has exhausted his/her injury leave but continues to receive worker's compensation payments may at his/her discretion use accrued sick leave in proportion to the amount necessary to receive 87.5% of their full salary.

All working time lost due to injuries incurred on the job shall be considered time worked for the day of the injury.

Tool Allowance
Mechanics shall be eligible for an annual partial tool allowance for tools purchased. A receipt must be presented and approved by the Division Head before payment will be made. The City will provide tool insurance for the mechanics, provided each mechanic furnishes the City with a complete inventory of their personal tools and keeps the inventory current. This insurance shall be afforded to the extent of and in accordance with the terms, conditions, and coverages provided in the City's standard property insurance policy with the local government property insurance fund. However, any deductibles specified in that policy will not apply.

Non-represented regular full-time and regular part-time employees hired on or after January 1, 2023 shall receive 40 hours vacation on their first day of employment, with the number of hours subject to proration based on hours worked and position vacation accrual schedule. If employment is terminated prior to one year of service, the employee will reimburse the City for any used hours on their final pay check.
