Summary:
As the Consortium’s highest ranking executive officer, the President/Chief Executive Officer (CEO) reports directly to the Board of Directors and is responsible for the overall supervision and control of the Consortium’s programs, services, finances, functions, and activities. This includes providing strategic leadership; representing the Consortium in intergovernmental affairs, statewide and national matters; developing and maintaining key partnerships; providing oversight and supervision for financial, operational and other critical functions; ensuring proper prioritization, accountability, alignment and resourcing of ANTHC staff and functions.
The President/CEO oversees the Consortium’s corporate matters, the Alaska Native Medical Center, Community Health Services, Division of Environmental Health & Engineering, and a strategic alliance with Alaska Pacific University.
Responsibilities:
Strategic Leadership
- Assists the Board of Directors in developing and implementing the Consortium’s strategic plan.
- Ensures that long-term projects and key initiatives are executed in an efficient, effective, and diligent manner that promotes the Consortium’s mission, vision, and values while building support and coordination across the Alaska Tribal Health System. Ensures the Board of Directors receive reports on organizational progress and other significant issues and activities.
- Safeguards continuity of ANTHC’s executive leadership by grooming successors for key roles (including President/CEO) and promotes advancement of Alaska Native and American Indian (AN/AI) employees for key management, executive and leadership positions through the development of Succession and development plans.
- Works with Tribal Health Organizations (THOs), Tribes, and other key partners to provide strategic and organizational support, identify key goals and strategies, and oversee their implementation in coordination with the Consortium’s strategic plan.
Representation in Intergovernmental Affairs and National Matters
- Serves as the Consortium’s primary spokesperson and representative and is responsible for supporting and carrying out the Consortium’s tribal governmental functions, in coordination with the Board of Directors.
- Develops and maintains partnerships with other tribal, governmental and non-governmental partners as appropriate to carry out its mission, vision and strategic.
- Works collaboratively with Tribes and THOs to identify consensus positions, when possible, for national and statewide legislative/regulatory change for the advancement and well-being of Alaska Native people, our communities, and the mission and vision of the Consortium.
- Engages board members and board leadership in advocacy efforts on behalf of the Consortium.
- Provides formal testimony before congressional, administrative and legislative bodies.
- Advocates for the Consortium with lawmakers, executive agencies and regulators, key funders and partners, and tribal governments.
Financial Vitality of the Consortium
- Utilizes financial and analytical skills to lead, monitor and take actions that ensure the Consortium’s financial stability and long-term success.
- Assures the sound fiscal operation of the Consortium, including timely, accurate, and comprehensive development of an annual budget, a realistic capital plan, and implementation.
- Hires and manages highly qualified finance professionals, including an experienced health care Chief Financial Officer, and implements and tracks financial best practices including a focus on revenue cycle.
- Ensures a strong audit and compliance function for the Consortium, managing risk and ensuring adherence to applicable laws and regulations, enabling the Consortium to qualify for and maintain all necessary certifications, accreditation, legal, and regulatory requirements.
Patient Safety and Clinical Quality
- Implements programs, policies, and ensures resources available to provide the highest quality of health care services regardless of the service location, setting, or health care specialty being provided.
- Ensures best practice and evidence-based approaches to consistently deliver exceptional, well-coordinated and integrated care that delivers high level outcomes and patient satisfaction.
- Collaborates with physicians, nurses, and staff to ensure care is delivered in an effective, efficient, safe, timely, patient-centered, and equitable manner.
Division of Environmental Health and Engineering
- Ensures adherence to all applicable laws, regulations, contractual and grant requirements for the delivery of services within the Division of Environmental Health and Engineering (DEHE).
- Ensures DEHE staff arranges contractual relationships with consultants, contractors, architects, etc. in a manner consistent with existing grant programs, legal requirements, and regulatory obligations.
Operational Management and Effectiveness
- Maintains an organized system of management and controls that ensure smooth function of Consortium operations, timely accomplishment of goals, and adherence with accepted best practice in healthcare operations management.
- Hires and manages an experienced and well-qualified healthcare Chief Operating Officer to whom day-to-day operational effectiveness can be delegated.
- Oversees the Consortium’s contracting functions and approves and executes all major contracts and agreements.
- Directs the formation and administration of subsidiary or affiliated organizations and, in coordination with the Board of Directors and any subsidiary boards, exercises any rights the Consortium may have as a member, partner or affiliate. Provides regular reports on subsidiary and affiliated organizations’ activities to the Board of Directors.
Board and Governance Functions
- Supports the Board of Directors in carrying out its fiduciary obligations and governance functions.
- Ensures the Board of Directors receives accurate, complete and timely information. Provides guidance and direction on the preparation of business plans or proposals. Works closely with executive management to carry out directives and key initiatives.
- Serves on the Joint Operating Committee.
- Collaborates with the Board of Directors and executive leaders to differentiate between governance level policy issues and operational issues.
- Ensures the Board of Director policies and directives are properly interpreted and implemented consistent with their purpose and responds to requests from the Board.
Human Resources
- Ensures the attainment of Consortium objectives through the selection, development, engagement and evaluation of Consortium personnel.
- Negotiates professional contracts and ensures appropriate salary structures, incentive programs and human resources policies are developed and maintained.
- Works to develop a positive and compassionate employee organizational culture where employees have a sense of belonging and grow professionally and personally.
- Develops a program to support and encourage the hiring and promotion of Alaska Native and American Indian employees.
- Provides leadership that aligns and challenges the workforce, ensures accountability for meeting strategic objectives, and promotes fulfillment of the Consortium’s mission, vision and values.
Education Requirements:
Master of Business Administration or equivalent degree in a relevant field.
Qualifications:
- Held an executive level position in a complex organization with a budget greater than four hundred million dollars ($400,000,000) and more than one thousand, five hundred (1,500) employees.
- At least ten (10) years of supervisory experience, including succession planning, mentoring and motivating a team of executive level professionals.
- In accordance with federal law, ANTHC gives preference to qualified Alaska Native and American Indian candidates.
