Position Description:
As a Human Resource Specialist at GCC, you will be integral to all HR functions, providing daily support under the guidance of the Human Resource Director. You will embody the community's values, ensuring fair and equitable enforcement of policies and procedures. Your primary responsibilities will include offering payroll and benefits support, responding to employee inquiries, maintaining personnel files, and administering various employee benefits such as medical, dental, vision, life insurance, short- and long-term disability, and 401(b) plans. You will also manage open enrollment, retirement programs, employee benefits education, and troubleshoot setups and terminations using in-house HRIS and external partner technologies. Maintaining complete confidentiality with employee files and records is essential in this role.

- Manage Benefit Enrollment and Termination: Administer benefit enrollments and terminations promptly, clearly explaining benefits to employees.
- Lead Open Enrollment: Oversee the annual process, including creating a detailed timeline in collaboration with the insurance broker.
- Ensure Accuracy: Maintain accurate benefits enrollment and documentation, conduct internal audits, and address all related inquiries.
- Maintain Accounts: Manage accounts with third-party benefits sites and recommend leveraging existing resources.
- Handle Leave Requests: Manage all leave-related requests (FMLA, STD, LTD), assist with paperwork, and facilitate return-to-work communications.
- Track Worker's Compensation: Monitor and report Worker's Compensation claims, maintain internal records, and complete annual OSHA 300 Log compliance reporting.
- Assist with HRIS Changes: Help employees with qualifying events or other changes in HRIS.
- Expert in Paylocity: Utilize HRIS back-end data to generate reports, update fields, and clean data.
- Manage Open Enrollment: Coordinate annual open enrollment, update documents, distribute information, troubleshoot issues, and train staff on HRIS open enrollment processes.
- Director of Human Resources: Data collection for retirement savings benefit 5500 filings.
- COBRA Notifications: Ensure new and terminated staff receive electronic COBRA rights notices through HRIS.
- Process Garnishments: Forward garnishments to HRIS for data entry, respond to agency inquiries, and communicate changes to employees and payroll.
- Troubleshoot HRIS issues by researching and contacting Paylocity directly via phone and email.
- Maintain up-to-date employee records, benefits information, supervisor access, and positions within HRIS continuously.
- Process HRIS changes as directed by the HR Director.
- Respond promptly to HRIS questions and unlock employee accounts.
- Prepare reports for Senior Leadership and Grant requirements, ensuring they are saved for future use.
- Train employees and supervisors on HRIS capabilities, including Time and Recruitment Dashboards.
- Process Offer Letters and Background/MVR checks, ensure candidate completion, and send HR Onboarding Paperwork before the first day.
- Maintain required postings such as FMLA, OSHA, EEO, MSPA, FLSA, DWD, etc.
- Support the managing supervisor in the recruitment process and reference checks.
- Ensure compliance with all applicable regulations (Federal, State, County, City).
- Maintain accurate, up-to-date personnel files and proper retention records and storage.
- Perform other job-related duties as required or assigned within the scope of this position.
Requirements:
- Minimum of 2 years of experience in a related role.
- Experience with HRIS platforms, especially Paylocity, is highly desired but not mandatory.
- An associate's degree in human resources or a related field is required.
- Must pass a background check (National/County Criminal, Global Watchlist, SSN Trace, Sex Offender).
- Demonstrates exceptional professionalism and maintains a high level of confidentiality.
- Proficient in MS Office Suite, electronic job boards, and social media networking.
- Excellent written and verbal communication skills.
- Experience and knowledge in benefits administration and compliance are required.
- Preferred connections with Dane County hiring programs.
- Ability to work independently with minimal supervision and as part of a team.

- Strong organizational, facilitation, and leadership skills.
