Job Summary
To direct and manage the activities and operations of the County's Water Utilities Department, which include the operation, maintenance, and repair of the water and wastewater systems and water quality activities that ensure public health, safety, and welfare.
Major Duties
Ensures compliance with relevant federal and state regulations; gathers data and prepares reports to demonstrate compliance. Coordinates the renewal of state discharge permits; gathers data and prepares discharge monitoring reports as required. Represents the department before the Commissioner's Court through presentations on relevant topics and preparation and explanation of agenda items. Evaluates annual revenues and expenditures and recommend required water and sewer rates to the Commissioner's Court. Prepares department budget and oversees implementation and administration of approved budget. Directs and manages all the staff assigned to the Utilities Department including hiring, selection, performance appraisals, discipline, and termination. Reviews and approves the time, material, and equipment used in department activities. Recommends goals, objectives, policies, and procedures for the Utilities Department. Develops and implements maintenance procedures. Responds to and assists with after-hours emergencies. Ensures safe work practices by department personnel. Directs the emergency operations of the Utilities Department. Maintains, evaluates, and analyzes plant records and reports for accuracy and completeness. Schedules and conducts staff meetings/training sessions. Directs, oversees, and participates in the development of the department work plan. Develops the Utilities Department strategic plan, tracks progress, and provides results for review by the Commissioner's Court. Budgets and plans capital improvement projects to provide water and wastewater services. Monitors work activities, implements policies, and evaluates work procedures. Participates with water associations and regional water agencies to address issues of regional, state, and national concern. Responds to complaints, questions, and concerns about the Utilities Department activities. Performs any other duties as assigned. Minimum Qualifications
Bachelor's Degree from an accredited college or university in Civil Engineering, Environmental Engineering, Business Administration, Public Administration, or closely related field. Must have a minimum of five (5) to ten (10) years of experience in the administration of programs for water utilities and/or wastewater field, including at least five (5) in a supervisory position. Must have a Class C license in surface water treatment and a Class C license in wastewater treatment from TCEQ (Texas Commission on Environmental Quality). Ability to obtain a Class B license in Water and Waste Treatment within one ( 1 ) year of employment. Supplemental Information
Knowledge of water and wastewater treatment principles, operations, and equipment. Knowledge of conservation and wetland preservation. Knowledge of department and County policies and procedures, and federal, state, and local laws and regulations. Knowledge of TCEQ regulations and Texas Water Code. Knowledge of computers and job-related software programs. Skill in the operation and maintenance of mechanical and electronic equipment. Skill in planning, organization, and decision-making. Skill in the supervision of personnel. Skill in public speaking and public relations. Skill in oral and written communication. Ability to communicate orally and in writing in English language and orally in the Spanish language. Valid Texas Driver's License* *If the applicant holds an out-of-state license, a State of Texas Driver's License must be obtained prior to employment.
