IT Project Manager Level II

The IT project managers will assist with overseeing a variety of hardware, software, and infrastructure implementations of IT solutions at various NYC Health Department locations and the new Public Health Laboratory (PHL) facility currently undergoing construction in the Harlem neighborhood.
The IT project managers will coordinate efforts with agency and external construction teams, equipment vendors, and other specialists during construction, hardware deployment, and network setup. The IT project manager will help ensure timely delivery of recommended IT solutions at all NYC Health Department locations and the new PHL facility during and after construction and allow lab operations to begin in accordance with agency timelines and standards.
Responsibilities
Evaluating technologies, platforms and tools needed for project implementation considering factors like compatibility, scalability, and security. Overseeing the implementation of development methodologies such as agile, scrum, or waterfall, depending on project needs. Planning and coordinating the deployment of IT infrastructure, including servers, networks, and databases to support project requirements. Managing the integration of various IT systems, applications, and components to ensure seamless communication and interoperability. Identifying and mitigating technical risks that could impact project success, such as software bugs, security vulnerabilities or compatibility issues. Establish and foster relationships with assigned internal clients and stakeholders. Work with vendor(s) that will be providing equipment and other services related to the project to ensure that their devices are NYC Health Department IT and OTI approved. If devices are not approved, work with the various NYC Health Department/OTI teams to obtain the needed approvals and installations. Lead contract management efforts with vendors if upgrades are required to meet cyber security requirements. Lead software and hardware upgrade projects, as needed. Coordinate efforts to get devices installed so that testing and scans can be performed. Develop a rollout plan and oversee deployment into non-production and production environment(s). Develop a support plan for each of the vendor device(s). Maintain and update the project schedule on a regular basis. Update NYC Health Department's project management tool with status and budget information. Triage issues and manage support for IT applications. Conduct status meetings and ensure proper articulation and reporting of project status updates to stakeholders and executive management. Handle the strategic planning and end-to-end project management. Lead large teams, including PM Level Is and multiple departments. Ensure projects align with goals MANDATORY SKILLS/EXPERIENCE

A bachelor's degree in Information Technology, Computer Science, or a related field. Over 7 years of experience in each of the following areas: Serving in an IT project manager role, leading complex, enterprise-wide technical and/or business initiatives. Creating project management artifacts, including project charters, project plans, timelines (MS Project or other project management software), requirements documents, project and resource planning documents, deployment plans, support plans, risk management and mitigation plans and conversion plans. Requirements gathering, business analysis, use case development, and creation of functional requirement documents. Minimum 2 years of Team Lead experience. 5 years of experience in network architecture, protocols, and best practices, with an understanding of the unique requirements of health laboratory facilities. 3 years of experience with clinical and laboratory environments. Greater consideration would be given to contractors with public health experience. Experience with Laboratory Information Systems (LIS), instruments and devices. Experience working with network infrastructure vendors, contractors, and specialized healthcare equipment providers. Proficiency in project management tools and software. Excellent organizational, collaborative and leadership skills. Effective communication and interpersonal abilities. Currently hold PMP, PMI, or related project management certifications. Must be able to work both on-site and, if needed, remotely.
