General Definition of Work
The Geographic Information System Analyst, under general supervision, performs moderate to complex analytical, technical, and administrative work in developing and maintaining the County's Geographical Information Systems (GIS) databases and applications. This role collaborates with local County governments and agencies to deliver accurate GIS solutions and support.

Essential Functions
Spatial Analysis & Mapping:
Conduct moderate to complex spatial and network analysis, ensuring accurate editing and maintenance for all County departments and authorized external entities. Data Management:
Collect and manage geospatial data using GPS equipment and software, including ArcPad and Collector for ArcGIS. User Support:
Provide technical assistance and training to end-users on GIS-related issues, enhancing user competency and GIS application utilization. E911 Support:
Manage GIS data for E911 dispatch centers, update data layers, assist dispatchers with mapping and addressing issues, and collaborate with business partners to resolve GIS-related problems. Addressing & Road Mapping:
Responsible for issuing all addresses within the County and municipalities, mapping street centerlines, and preparing resolutions for road naming and addressing for County Commissioners. Parcel Management:
Plot deeds using COGO data to update and create parcel splits and subdivisions; assign new parcels to proper account numbers, deed references, tax codes, and acreages. Public Assistance:
Assist attorneys, paralegals, appraisers, realtors, surveyors, and the public with inquiries related to GIS data and property information; research titles on property, roads, and easements. Emergency Management Support:
Assist the emergency management department with GIS mapping and data analysis requests; participate in training exercises and real-world activations. Technology Proficiency:
Utilize ArcGIS Pro, ArcGIS Desktop, ArcGIS Online, and Experience Builder; develop interactive GIS applications. Project Management:
Support the GIS Manager with project management and coordination of GIS implementation; generate website analytics reports as needed. Continuous Learning:
Attend meetings, training, and conferences to stay updated with advancements in GIS technologies. Collaboration:
Communicate and collaborate effectively with vendors and stakeholders to address GIS-related needs. Additional Duties:
Perform other related duties as assigned. Knowledge, Skills, Abilities, Education & Experience
Education:
Bachelor's Degree in Geographic Information Systems, Geography, Computer Science, or a related field; relevant GIS work experience or equivalent combination of education and training. Technical Proficiency:
Strong proficiency in ArcGIS software. Communication Skills:
Excellent written, verbal, and interpersonal communication abilities. Analytical Skills:
Strong analytical abilities with knowledge of surveying, mapping, and GPS technologies; proficient in manipulating and analyzing geographic information. Project Management:
Knowledge of project planning and management principles; ability to manage multiple projects concurrently. Problem Solving:
Ability to troubleshoot and resolve GIS-related issues with a customer service focus. Experience:
Prior experience in GIS and/or public safety is preferred; relevant certifications (e.g., GISP, CMS, ITIL, PMP, or Project+) are considered an asset Additional Requirements Occasional evening or weekend work may be required for system maintenance, upgrades, or critical incident response. Valid North Carolina Driver's License.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms and occasionally requires standing, walking, sitting, climbing or balancing and stooping, kneeling, crouching or crawling; work requires close vision, distance vision, ability to adjust focus, depth perception and color perception; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm's length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to the risk of electrical shock; work is generally in a quiet location (e.g. library, private offices).
