MELE Associates maintains a contract with the National Nuclear Security Administration (NNSA) Office of Infrastructure (NA-90), which works to maintain, operate, and modernize NNSA infrastructure to enable program results. NNSA’s infrastructure protects global security through unique capabilities found nowhere else in the United States. These capabilities are threatened by deteriorating facilities built during the Manhattan Project and Cold War eras. MELE requires a Program Analyst to support the Infrastructure and Policy Controls Division (NA-912). The Program Analyst will support and enable the NNSA Enterprise Blueprint and Build SMART initiative by providing financial/data analysis expertise to monitor and analyze NA-90 programs and projects.
The NA-90 Build SMART initiative aims to improve upfront planning, increase partnerships that support delivering projects more quickly, and deliver capability for the complex on time and within budget. SMART stands for Strategic Planning, Mission Focused, Agile, Risk Informed Decision Making, and Timely.
The Program Analyst position requires a background in program and project management, financial management, business operations, and/or data analytics as well as PowerBI capabilities to provide technical and advisory services for program evaluation. The position will involve the following:
Provide technical, analytical, and financial support and advice to NA-91 senior management and program managers on assigned tasks and projects. Provide financial analyst support for the development support for the development of program budgets and analysis of program execution. Review, track, and analyze a variety of project execution data (sometimes from disparate sources); track, assess, and analyze performance at the site, and program levels, and at the project level, as identified. Provide program management support to plan, prioritize, and monitor the execution of approved scope and coordinate with the organization’s planning, budgeting, and interface with other NNSA programs and organizations. Evaluate the reasonableness of justifications for changes in projects and/or scope and document recommendations. Conduct reviews of technical documents, primarily monthly performance reports, including project and funding proposals and program plans. Provide support to coordinate, identify, discuss, document, and track actions. Develop visual charts and graphs for high-level presentations. Conduct independent research, obtain information from various sources, and perform special studies as needed to develop innovative solutions to complex challenges. Forecast the impact of changes to short- and long-term plans, based on department specific tools and data systems. Support the development of reports, briefings, guidance documents, and press releases. All other duties as assigned. MINIMUM QUALIFICATIONS
College Graduate required; preferred B.S. Prior work experience performing technical data management experience is an acceptable substitute for non-technical degree Minimum of 1 year of applicable experience Program management skills including financial management Power BI experience Data analysis and graphical expertise Demonstrated ability to consolidate multiple reviewers’ input and to manage an oversite process for execution of a portfolio of projects Ability to work as part of hard working, dynamic team Highly energetic and innovative Ability to acquire DOE Q clearance The full-time position in the Washington, DC area with a combination telework/in office. PREFERRED QUALIFICATIONS
Master’s Degree in related field Experience supporting NNSA programs and/or familiarity with NNSA M&O model Power BI experience that includes understanding of how to do incremental updates, a thorough understanding of DAX code, and Power Query Experience with Tableau DOE Q clearance LOCATION:
