Job Description:
Individuals in this position have demonstrated experience in the standard concepts, practices, and deliverables related to Business Analysis in support of software development projects. Understands how to gather and document requirements. Has a working knowledge of the software development lifecycle. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Some familiarity with the use of standard market Testing tools. Requires a bachelor's degree in area of specialty and at least 9 years or equivalent experience in the field or in a related area.

Seeking a full-time Information Technology Business Analyst (BA) that has proven experience with providing technical systems analysis and requirements solicitation. The business analyst will assist and provide expertise to project managers to identify and deliver technology solutions, determine the technical and operational feasibility of their solutions.

In this role the Business Analyst will solicit, understand, and document the customer's technical business requirements, processes and workflows developing both written and visual depictions of requirements and process flows.

Additionally, the Business Analyst will lead the development and validation of the non-functional technical specifications that meet those requirements, serve as a subject matter expert to the developers building those functions, and work with the team to test the functionality to ensure it meets the business need. You will work closely with Project Managers, System Analysts, and Production Support Staff through each stage of implementations Project Management Lifecycle. The Business Analyst will partner effectively with all levels of the organization, lead others, drive results, proactively identify and resolve problems, and make challenging decisions. You will also be responsible for recommending and instituting business system analysis best practices, tools and methodologies towards standardization of deliverables and procedures.

Role Overview:

The Information Technology Business Analyst (BA) will play a pivotal role in the analysis, design, and implementation of technology solutions to meet the business needs of the organization. The BA will collaborate closely with project managers, system analysts, and development teams to gather, document, and validate technical business requirements, processes, and workflows. Additionally, the BA will lead the development of non-functional technical specifications, serve as a subject matter expert during the development phase, and ensure that the implemented solutions meet the business requirements.

Key Responsibilities:

1. Requirements Gathering and Analysis:
Solicit, understand, and document customer's technical business requirements, processes, and workflows.
Conduct interviews, workshops, and stakeholder meetings to elicit and clarify requirements.
Develop written and visual depictions of requirements and process flows using tools such as use cases, user stories, flowcharts, and diagrams.

2. Solution Design and Validation:
Lead the development and validation of non-functional technical specifications based on the gathered requirements.
Collaborate with project managers and development teams to determine the technical and operational feasibility of proposed solutions.
Ensure that the proposed solutions align with business objectives, architectural standards, and regulatory requirements.

3. Collaboration and Communication:
Work closely with project managers, system analysts, and production support staff throughout the project management lifecycle.
Act as a liaison between business stakeholders and technical teams, translating business needs into technical requirements and vice versa.
Communicate effectively with all levels of the organization, presenting findings, recommendations, and project updates in a clear and concise manner.

4. Testing and Quality Assurance:
Work with the development team to test the functionality of implemented solutions and ensure that they meet the business needs and technical specifications.
Identify and resolve any issues or discrepancies found during testing, collaborating with stakeholders and technical teams to implement corrective actions.

5. Best Practices and Continuous Improvement:
Recommend and institute business system analysis best practices, tools, and methodologies to standardize deliverables and procedures.
Stay current with industry trends, technologies, and best practices in business analysis and project management.
Proactively identify opportunities for process improvements and drive initiatives to enhance the efficiency and effectiveness of business analysis processes.

Qualifications and Skills:
Proven experience as a Business Analyst in information technology projects, with a focus on technical systems analysis and requirements solicitation.
Strong analytical and problem-solving skills, with the ability to translate business needs into technical requirements and vice versa.
Excellent communication and interpersonal skills, with the ability to effectively collaborate with cross-functional teams and stakeholders.
Familiarity with project management methodologies and lifecycle processes, such as Agile, Scrum, or Waterfall.
Knowledge of software development lifecycle (SDLC) principles and practices.
Certifications such as Certified Business Analysis Professional (CBAP) or Project Management Professional (PMP) are a plus.

Typical Duties:

Duties of this position include gathering and analyzing requirements from stakeholders, evaluating existing systems, and proposing innovative IT solutions. Business analysts collaborate with development teams, ensuring that projects align with organizational objectives. They create detailed documentation, such as functional specifications and workflow diagrams, to guide the development process. Additionally, they conduct feasibility studies, cost-benefit analyses, and risk assessments. Adaptable and detail-oriented, IT business analysts facilitate effective communication between business units and IT departments, contributing to the successful implementation of technology solutions.

Relies on extensive experience and judgment to plan and accomplish goals. Role will require a person that can get up to speed quickly and take the lead on driving the project.

Candidates need to live within 30 miles of Salem, Oregon Only - No exception - Work will require three days a week on-site. No Sponsorship.

This position works with restricted information and must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
