At NC DHHS the Division of Child and Family Well-Being (DCFW) focuses on supporting whole child and family health and well-being for North Carolinians. DCFW works to ensure that North Carolina's children grow up safe, healthy and thriving in nurturing and resilient families and communities. DCFW has complementary Public Health and Mental health programming that maximize services and outcomes for children and their families, including nutrition programs (SNAP, WIC and Child and Adult Care Food Program), health and prevention services for children and youth, children's behavioral health services, and early intervention programs.
The Regional Child Health Nurse Consultant will serve as an assistant program planner to the State Child Health Nurse Consultant/Nurse Supervisor and the CMARC Program Manager. In this role, the Regional Consultant will also provide Child Health and CMARC program consultation and technical assistance to a few local health departments. When the consultant team is short staffed, this Nurse Consultant will also provide backup coverage for consultation and technical assistance to assist the team in ensuring that all local health departments have access to Child Health and CMARC consultation and technical assistance.
The Regional Child Health Nurse Consultant serves as the primary resource person for local health departments and other child service agencies in this region for the assessment of child health needs and for the development, implementation, and evaluation of child health, CMARC care management, and other health services related activities to meet these needs. As staff of the Whole Child Health Section, this consultant's responsibilities include: 1) program planning and development, 2) program implementation and quality assurance, 3) consultation, 4) coordination and collaboration, and 5) training and resources development. The position serves as part of the Child Health Nurse Consultant Team within the School, Adolescent, and Child Health Unit, providing a broad array of health-related services in the region. Qualified candidates must document on the application that they possess all of the following:
* Ability to assess and interpret patient medical records. Ability to make accurate nursing assessments, evaluate a plan of nursing intervention, and provide consultation/technical assistance for improvement in nursing services. * Current principles, standards and practices of pediatric nursing, public health nursing, and public health and basic nursing practice and programs. * Ability to analyze data, develop strategies and solutions and make recommendations. * Ability to represent the agency with assertiveness, professionalism and diplomacy as well as establish and maintain working relationships with colleagues, health professionals, the public, representatives of other organizations and agencies, service providers and the public.
Management Preferences:
* Working knowledge of electronic health records and health information technology. * Knowledge and ability to use current internet, electronic systems, software, and internet meeting platforms. * Community assessment, program planning, and evaluation. * State and local government and healthcare issues affecting care management services. * Clinical experience in public health nursing in maternal-child health, community health, pediatrics, obstetrics, or mental health; Experience in teaching, consulting or mentoring nurses and program development.
