The DarkStar Group is seeking an IT Program Manager with a TS/SCI + Poly clearance (applicable to this customer) to join one of our top projects in Herndon, VA. Below is an overview of the project, as well as information on our company, our benefits, and our $25,000 referral program.
THE PROGRAM The DarkStar Group is a member of 100% of the winning teams for the largest technology program in the Intel Community. THE PROJECT The Sponsor's CIO and IT policy team provides strategic leadership and support for policy related projects, and challenges to shape IT direction and responsibilities of a workforce. The team advocates for Sponsor equities and de-conflicts issues with stakeholders on policy integration and transformation efforts, information technology issues, strategies and policies, and also provides strategic leadership and advocacy for Sponsor programs and equities within Sponsor governance forums and working groups. The team actively identifies equities and stakeholders, provides cogent summary analysis, synthesizes Sponsor positions and recommended courses of action, and prepares staff to represent the Sponsor in forums. The Sponsor requires a contractor to provide information technology (IT) and project management support for strategic and IT challenges and initiatives for the CIO and IT policy team. Priorities will be managed by the Sponsor's Project Manager (PM) and GTM.
THE ROLE
The Contractor shall provide information technology (IT) and project management support for strategic and IT challenges and initiatives for the Sponsor's CIO and IT policy team. The Contractor shall provide program and project management support, including policy, programmatic, and communication initiatives, across the entirety of the Sponsor's portfolio to include responding to tasking requests from the GTM or PM and responding to data calls. The Contractor shall assist with identifying, documenting, and analyzing a variety of requirements for policies and work with Sponsor policy team members to provide options for implementation and resolution of identified policy gaps and challenges. The Contractor shall assist in tracking programs and project requirements and follow-on technical exchange meetings (TEMs) The Contractor shall engage with stakeholders and senior audiences to coordinate activities across organization boundaries. The Contractor shall be a key resource in collaborating with stakeholders to ensure that all CIO and IT policy information presented at meetings and Sponsor community forums is well researched, consistent and coordinated. The Contractor shall assist in the identification and tracking of action items, and capturing meeting minutes. The Contractor shall coordinate, develop, and maintain the team's project or program schedules and roadmaps. The Contractor shall track and monitor on-going projects and initiatives. The Contractor shall assist in assessing, documenting, and tracking program and project requirements and follow-on technical exchange meetings (TEMs) The Contractor shall translate technical information into clear, readable documents and presentations to be used by technical and non-technical personnel. The Contractor shall track dependencies including but not limited to process improvements and changes, and technical integration challenges. Required Skills
Demonstrated experience helping shape the direction of IT projects or IT policy. Demonstrated experience with policies; e.g., standards and guidance, organizing and shaping IT direction given to an organization's workforce. Demonstrated experience coordinating program and project management process activities such as program and project reviews and documentation. Demonstrated experience preparing schedules, roadmaps, and management plans. Demonstrated experience performing peer reviews and quality checks on documents and presentations. Demonstrated experience with executive technical writing or editing to create cohesive products, narrative, or program artifacts for various audiences, including senior leadership. Demonstrated experience leading IT projects or policy implementation involving multiple stakeholder organizations. Demonstrated experience maintaining awareness with reviews and feedback for documentation Desired Skills (Optional)
Demonstrated experience maintaining correspondence suspense files, records, files for reports, operating procedures, internal memorandum, and composing correspondences and documentation. Demonstrated experience developing and coordinating policy among stakeholders. Demonstrated experience applying critical thinking to identify strengths and weakness of alternative solutions, conclusions or approaches to problems. Demonstrated experience in assisting in identification and definition of process efficiencies. Demonstrated experience with Sponsor mission and familiarity with other Sponsor community policies, core services and common concerns. Demonstrated experience collaborating with the Sponsor to improve the information technology capabilities, services, and support to Sponsor directorates. Demonstrated experience with both internal and external Sponsor stakeholders' processes, policies, procedures, and capabilities. Demonstrated experience creating, drafting, and reviewing CIO and IT Policy program documentation. Degree or equivalent experience in a business, computer science or technology discipline.
