Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
The Data Architect is responsible for designing, implementing, and managing LAHSA's data and information architecture and data-sharing strategy, enabling data use for business intelligence, data analytics, strategic planning, and program assessment. This role is critical in establishing a solid foundation for data management within LAHSA, ensuring that data is organized, accessible, secure, and aligned with business objectives. The data and information architect designs warehouses, file systems, and databases and defines how data will be collected, organized, and shared. This role reports to the Deputy Chief Analytics Officer. The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities. Essential Job Functions
Defines and implements the long-term technology strategy and innovations roadmaps across analytics, data engineering, and data platforms to support business initiatives and roadmaps. Manages senior business stakeholders to secure strong engagement and ensures that the delivery of data and information projects aligns with longer-term strategic road maps. Advice on the design and structure of data systems, including databases, warehouses, and lakes, and oversees the documentation of all data architecture design and analysis work. Works with IT teams, business analysts, and data analytics teams to understand data consumers' needs and translate high-level business requirements into data models, appropriate metadata, test data, and data quality standards. Select and implement database management systems to meet LAHSA's needs by defining data schemas, optimizing data storage, and establishing data access controls and security measures. Evaluates and recommends emerging data management, storage, and analytics technologies. Manages vendors and service providers for analytics, data engineering, and data platforms. Designs and implement processes for the ETL process from various sources into the organization's data systems. Determines overall data modeling standards, guidelines, best practices, and approved modeling techniques and approaches. Approves conceptual, logical, and physical data models for LAHSA applications and analytics environments. Represents the Information Technology team in the LAHSA Data Governance committee and ensures any technology solutions adhere to standards set by Data Governance. Defines and manages standards, guidelines, and processes to ensure data quality. Oversee the maintenance and enhancement of the existing data architecture, delivering reusable services and cost-saving opportunities in line with the policies and standards of the company. The Data Architect ensures the D&A technology landscape remains consistent. Without this role, the team will fail to meet business requirements, and a proliferation of tools and technologies might emerge, leading to extra costs:
Knowledge of industry-standard technologies and tools, including database management systems, master data, and metadata management tools, data acquisition strategies, cloud storage, data warehousing, business intelligence principles and processes, technical architecture for analytics, and associated security considerations for all data classifications. Knowledge of hardware and software technology infrastructure, configuration, networking, and telecommunications requirements for data and analytics systems and their associated operational support requirements. Knowledge of enterprise information management processes and methodologies. Knowledge of local, state, and federal data management and governance regulations. Skill in enterprise-level database design, including data security and access auditing considerations and complete data life cycle management (gathering, cleansing, publishing, archiving, back-up and recovery, and purging) for large enterprise systems. Understanding of data quality tools and techniques. Proficiency in the design and implementation of modern data architectures and concepts such as cloud services (AWS, Azure, GCP), real-time data distribution (Kafka, Dataflow), and modern data warehouse tools (Snowflake, Databricks). Experience with database technologies such as SQL, NoSQL, Oracle, Hadoop, or Teradata. Ability to use data science languages/tools like SQL, R, SAS, or Excel. Experience with business intelligence tools and technologies like ETL, Power BI, and Tableau. Strong ability in programming languages such as Java, Python, and C/C++. Ability to regularly learn and adopt new technology, e.g., ML/AI. Familiarity with advanced modeling approaches, tools, and model repositories. Ability to rapidly comprehend the functions and capabilities of new technologies. Knowledge of multiple vendors, products, architectures, and approaches. Ability to synthesize and communicate large volumes of complex information to senior management of various technical understandings. Ability to communicate effectively, prepare presentations, and build and maintain effective working relationships within cross-functional teams. Ability to think strategically and relate architectural decisions and recommendations to business. needs and stakeholder culture. Ability to analyze and assess multiple solutions and alternatives to business problems. Ability to guide solution design and architecture to meet business needs utilizing industry-standard System Development Life Cycle methodologies. Training & Experience
Bachelor's Degree in Data Science, Computer Science, Engineering, Information Management, or a related field of study, or equivalent experience. At least five (5) years of relevant experience in design and implementation of data models for enterprise data initiatives. At least five (5) years of experience in programming or project management, leading projects involving data warehousing, modeling, and analysis. Experience managing technology vendors and service providers. Experience working with and managing hybrid (onsite and remote) teams. Proven work experience and/or education/credentials as it relates to the position. Work Schedule:
This position is currently on a hybrid schedule (two days in person per week). The Chief Executive Officer or designee may change the schedule of positions between hybrid and fully onsite as necessary to accomplish LAHSA's business needs.

Time Off Administrative Leave Executive Director, chiefs, and directors receive five (5) days of admin leave each calendar year in addition to the time-off below.
Vacation Vacation is earned according to each month of service commencing with the employee's initial date of hire.
Less than three (3) years of employment, eighty (80) hours per year. Three (3) to six (6) years of employment, one hundred twenty (120) hours per year. More than six (6) years of employment, the one hundred twenty (120) hour total shall be supplemented by one (1) workday of paid leave for each twelve (12) months greater than seventy-two (72) months of employment. This vacation accrual is capped at thirty (30) workdays per year Maximum accrual of vacation leave is 240 hours.
Sick Leave Full-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual of sick leave is 160 hours.
