Position Overview:
This is an exciting opportunity to help shape the quality of health care in Florida.
We are seeking to hire a Medical Health Care Program Analyst who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.
This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team-based work environment.
This position is located in the Bureau of Medicaid Program Finance (MPF).
MPF manages and projects Florida's $33.8 billion Medicaid Services budget, oversees financial reporting of the Agency's contracted Medicaid health plans, calculates both institutional and non-institutional Medicaid reimbursement rates, and disburses supplemental payments to Medicaid providers.
This position is responsible for assisting in determining budgetary requirements.
This position will develop and conduct special studies and analyses relating to the Medicaid program and other health care issues to develop the Medicaid budget and expenditures.
This position will determine the fiscal impact of proposed policy changes, assess changes and make recommendations regarding the factors which have the most significant impact on the growth of the financing expenditures.
This position will track rate of all salary increases and/or changes in the bureau.
This position will assist the budget liaison with budget amendments.
This position will assist with Medicaid budget tracking, budget reconciliations, projections, and analysis.
This position will review, approve/decline and edit purchase requisitions in My Florida Market Place.
This position will maintain up-to-date knowledge of policy and procedures with purchasing in My Florida Market Place.
This position is not a remote or telework position; it will have to report to a Field Office or the Headquarters in Tallahassee.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of My Florida Market Place approving requisitions and paying and receiving invoices.
Knowledge of methods of compiling, organizing, and analyzing data.
Knowledge of the methods of data collection.
Knowledge of Excel functions, including: formatting, formulas, and filters.
Knowledge of budget requirements for the state of Florida.
Ability to build and edit PowerPoints.
Ability to assess budgetary needs.
Ability to formulate policies and procedures.
Ability to communicate effectively verbally and in writing.
Ability to establish and maintain effective working relationships with others.
Ability to develop and present written analyses and reports relating to rates, budgets and management/facility utilization.

MINIMUM QUALIFICATIONS REQUIREMENTS
Three years of professional or educational experience related to budgeting, accounting, financial and/or statistical analysis.
Three years of advanced experience using Microsoft Excel and Word.
Bachelor's degree from an accredited college or university with a degree relative to the field such as accounting, finance, economics, mathematics, or statistics being highly preferred.
Professional experience as described above can be substituted on a year-to-year basis for the preferred college education.
Master's degree in a compatible field, as mentioned above, equates to two years of professional experience.
