The Staff Services Manager I certification list is being used as an appropriate list to hire for the Field Examiner III classification. To be eligible, you must meet the minimum qualifications for both classifications and be eligible for hire on the Staff Services Manager I list.

Under the general direction of the General Counsel and direct supervision of the Deputy General Counsel, the incumbent furthers the ALRB's role in the Rural Strategic Engagement Program (RSEP), a multi-departmental effort to educate agricultural workers about workplace rights, increase access to state services in rural areas and improve state labor enforcement programs. The incumbent supervises lower-level field examiners conducting RSEP work, which includes the investigation of unfair labor practice charges, working with attorneys in the prosecution of violations of the Agricultural Labor Relations Act (ALRA) and conducting interviews and outreach to agricultural workers in Spanish and English. The incumbent will also be assigned to work as a field examiner on the more complex matters together with RSEP attorneys, including joint enforcement efforts with other governmental enforcement entities. The incumbent also helps develop programs, referral systems and other collaborative efforts among ALRB staff, other LWDA departments and community-based organizations.

This position is 12-month Limited Term, but may be extended to 24 months or become permanent.

Department Information
The ALRB exercises jurisdiction over approximately 800,000 farmworkers and employers, providing collective bargaining rights to farmworkers that were specifically exempted from the coverage of the National Labor Relations Act (NLRA) in 1935. The California Agricultural Labor Relations Board was created in 1975 to ensure peace in the fields of California by guaranteeing justice for all agricultural workers and stability in agricultural labor relations.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Understanding of and/or experience with issues impacting low-wage immigrant workers such as farmworkers, and the agricultural community
  • Knowledge of employment and labor issues faced by farmworkers
  • Familiarity with the Agricultural Labor Relations Act or National Labor Relations Act
  • Knowledge of the agricultural industry
  • Well-developed investigative skills and extensive experience conducting investigations
  • Strong writing skills
  • Experience conducting wage calculations and using Excel or similar software
  • Experience overseeing the work of others
