Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues.Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Duties and Responsibilities

Develops and documents functional and performance specifications, test plans and business appropriate solutions as needed in efforts to increase systems functionality, data accessibility, user and organizational effectiveness. Analyzes available data to plan, design, monitor, and troubleshoot reporting solutions using current versions of reporting software used in MS SQL Server environments; provides training and necessary user support to assist with self-service report development and understanding data relationships. Researches and identifies best practices for building reports and communicating metrics through dashboards, or other visualization methods, to recommend changes to, or develop, processes, policies, and procedures. Organizes and filters data to identify trends for analysis; prepares and presents various special and recurring reports to facilitate information delivery to various audiences; recommends solutions to improve system functionality and report design. Writes relational and multidimensional database SQL queries; writes test scripts and defines test data, considering all aspects of boundary conditions and code paths, to support the dynamic needs of the organization. Troubleshoots data validity, reliability, security and associated processes and procedures to resolve anomalies. Develops solutions that adhere to a strict level of security and assures that appropriate coding or configuration is being followed to protect the security of data at all times. Conducts impact analysis of ERP modules, upgrades and changes for department/functional areas, and evaluates the business processes Defines and creates test plans and test procedures based on requirements. Coordinates testing and verifies data integrity, documents and analyzes test results recommending corrective action if required.

Minimum Qualifications

Bachelor's Degree in Business Computer Systems, Information Technology, or related field, AND two (2) years recent experience in the Information Technology field to include two (2) years applications development work experience in a Microsoft multi-server network or two (2) years' experience using SQL Server; or two (2) year experience in report development. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Valid driver's license may be required or preferred. If applicable, position requires an acceptable driving record in accordance with City of Las Cruces policies

Knowledge, Skills, and Abilities

General Knowledge of:

Computer hardware and software, specifically Enterprise Resource Planning (ERP) systems, applications and application development, programming, data modeling principles and data management, report development, deployment, and scheduling, and querying tools; current versions of Crystal Reports, testing system functionality, resolving anomalies, researching and implementing new features for systems and applications; protocols, and standards in the Microsoft environment; database systems integration, quality assurance procedures, and documentation of data sets; system access and security guidelines and procedures; City organization, operations, policies and procedures to successfully meet established goals and objectives and perform the functions and duties required of the position.

Ability to:

Assess and prioritize multiple tasks, projects and demands to meet project schedule requirements; work effectively with users, technical personnel and consultants to achieve stated objectives; work effectively independently and in a team environment; establish and maintain effective working relations with co-workers and customers; communicate effectively in verbal and written forms; exercise initiative and independent judgment within established procedural guidelines; respond effectively to customers.

Skills in:

Using a personal computer with installed generic and specialized software; developing reports using Crystal reports, SSRS, SQL, and Microsoft Visual Studio a plus; analyzing, identifying and implementing solutions to technical problems; analyzing system and equipment malfunctions and determining effective solutions; researching information for requirements and analysis; managing version/control, QA/testing and deployment strategies; reading, interpreting, communicating, and developing technical documentation and instructions; preparing and presenting information in a clear and concise manner.
