OCT is seeking a highly organized, proactive, and detail-oriented
Corporate Contracts Manager & Proposal Coordinator
to join our corporate team. This role is responsible for supporting the administration and management of government contracts, subcontracts, and agreements to ensure compliance with applicable regulations, company policies, and client requirements. This role requires expertise in government contracting processes, Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other regulations governing government contracts. This role will work closely with cross-functional teams, including legal, finance, and program management, to provide advice and guidance on contractual matters. This person will also serve as a Proposal Coordinator, supporting the development of RFI and RFP responses to the Federal government. A successful candidate will be familiar with the Federal Contracting proposal process and will be responsible for supporting color team, tick and tie, and compliance reviews. Key Responsibilities: Contract Lifecycle Management: Assist in the full lifecycle of contracts, including initial proposal preparation, contract review, negotiation, award, modification, closeout, and audit support. Subcontractor Management: Ensure compliance with government regulations and company policies when issuing subcontracts, monitoring performance, and conducting due diligence. FAR/DFARS Compliance: Maintain an in-depth knowledge of FAR, DFARS, and other relevant government regulations, ensuring contracts are administered in accordance with these requirements. Contract Review and Negotiation: Review and negotiate contract terms and conditions, making recommendations to senior management for approval. Risk Mitigation: Identify potential risks in contracts and subcontracts and propose risk mitigation strategies. Proposal Support: Collaborate with business development and program management teams in preparing cost proposals, pricing strategies, and other contractual aspects for bid submissions. Contract Modifications: Draft and process contract modifications, ensuring all changes are documented and communicated to relevant stakeholders. Contract Closeout: Facilitate the closeout of contracts, ensuring all deliverables have been met, final payments have been processed, and proper documentation is completed for audit purposes. Audits and Compliance: Support internal and external audits related to contract administration, ensuring compliance with government standards and company policies. Records Management: Maintain organized records of all contracts, modifications, and correspondence, ensuring they are accessible and up-to-date. Partner Arrangements: Review, negotiate, and process non-disclosure agreements (NDA), teaming agreements (TA), and subcontractor arrangements. Business Development: Support the Business Development Director in key proposal functions such as color team review coordination, compliance checks, and tick and tie reviews. Required Qualifications: Bachelor’s degree in Business Administration, Finance, or a related field. 5-10 years of experience in government contracting, with a strong understanding of FAR, DFARS, and other relevant regulations. Experience administering contracts and subcontracts for a government contractor (GovCon) environment. Strong negotiation skills and ability to manage contract terms effectively. Excellent attention to detail and organizational skills. Strong exposure to and interest in Federal proposal development. Proficiency in Microsoft Office Suite, Google Suite, and contracts management software. Preferred Qualifications: Experience working with DoD contracts. Professional certifications such as Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) from NCMA. Knowledge of cost-reimbursable, time-and-materials, and fixed-price contract types. Prior experience working in a proposal development or coordination role.
