Capgemini Government Solutions (CGS) LLC is seeking a Senior Contracts Manager to join our team serving the U.S. Federal Government and related clients in support of our growing company in McLean, VA. The successful candidate will be an expert, hands-on, team player, and work well in a fast-paced, collaborative environment.
The Senior Contracts Manager will be responsible for the full contracting management process/life cycle on programs of various complexity and contract types. S/he will support the pursuit and execution of a mixed portfolio of contracts while ensuring compliance with company policies and procedures and meeting company performance objectives.
Job Responsibilities
As a Senior Contracts Manager, you will:
Conduct RFP/RFQ reviews, proposal preparation and submission, contract negotiation, and contract administration through contract close-out of multi-million dollar programs
Be the lead contracts administrator for their respective federal contract portfolio
Review and recommend contract terms and conditions to ensure adherence to company policy and government specifications and requirements
Advise technical management and program personnel of contractual rights and obligations
Experience identifying, mitigating, and resolving of program risks and issues
Participate in program management review meetings, debriefs, and kickoff meetings.
Negotiate, review, and draft NDAs, TAs, CTA, subcontracts, and prime contracts (e.g. BOA, BPA, IDIQ, GWAC, GSA MAS, Task/Delivery Order) with industry standard methodologies and company risk policies and procedures
Experience with joint venture agreements and mentor-protg agreements
Prepare subcontractor proposals and agreements, price proposals and contracts
Experience with federal government submission portals (e.g., GSA eBuy, GSA ASSIST, FedConnect, SeaPort-e NxG, e-GOS)
Participation in proposal color team reviews
Ensure compliance with all government regulations and corporate policies and procedures
Provide training related to contract terms, FAR compliance, and contract procedures
Assumes a significant role in the recommendation and preparation of new or revised policies, SOPs, and efficiencies related to proposal and contracts administration.
Other duties as assigned and work collaboratively across multiple business functions
Experience with commercial contracts
Experience with GSA Schedules
Required Qualifications:
U.S. Citizenship is required.
Eligible to obtain and maintain Government Security Clearance/Public Trust.
Bachelors degree or equivalent experience in Business, Finance, Contract Management or related field
6+ years of demonstrated experience in government contracting, including fixed price, time and materials, and cost-reimbursable type contracts
Demonstrated strong interpersonal, communication, analytical and presentation skills
Ability to work comfortably in a team environment, multi-task, and support concurrent requirements for different internal and external customers
Thorough knowledge of U.S. Government contracting laws, regulations (FAR, DFARS, etc.), and government acquisition process
Effective time management, strong communication and organizational skills
Excellent customer relation skills
Strong ability to identify, analyze and solve problems
Flexibility and agility to multi-task, meet deadlines, and set priorities in a fast-paced environment with minimal supervision
Handle multiple concurrent work streams while producing high quality output
Knowledge and experience working under a Purchasing System
Proficient with Adobe and Microsoft office tools: Outlook, Word, Excel, PowerPoint
Desired Qualifications:
Pricing experience
Procurement experience
Certified Professional Contracts Manager (CPCM) certification or Certified Federal Contracts Manager (CFCM) certification
Ability to effect and lead change
Unison CLM experience
Current NCMA or related professional organizational membership
Knowledge of GSA subcontract reporting (e.g. ISR, SSR, SAM Service Contract Reporting, etc.)
Experience with DCMA Small Business Subcontracting Review, GSA IOA Contractor Assessments, and Incurred Cost Submissions
