Legislative Aide / Policy Director The office of Senator Gelser Blouin is recruiting for a Lead Legislative Aide/Policy Director to join their team. Senator Gelser Blouin is a Democrat representing Senate District 8, which includes Corvallis, Albany, Tangent, South Salem, and unincorporated parts of Marion, Linn, and Benton Counties. The Policy Director will work closely with Senator Gelser Blouin to coordinate and support staff and interns in the office, develop and implement a legislative agenda, and develop and maintain key relationships with colleagues, stakeholders, agencies, and constituents. Applicants with diverse lived experiences, particularly in the Child Welfare and disability communities, and those with ties to Senate District 8 are especially encouraged to apply. This is a full-time salaried position beginning around January 2, 2025. During the 2025 legislative session, this full-time position is in-person at the Oregon State Capitol in Salem. When the Legislature is in session, this is an in-person position. However, during the interim, there is an opportunity for a hybrid schedule that includes remote work. Some work will be required in Senate District 8 and other areas of the state for events, town halls, and meetings regardless of whether the Legislature is in session. For any period of remote work, personal, stable, and high-speed internet access will be required to perform the functions of this position. A laptop computer with secure access to legislative systems will be provided. Responsibilities Include: Supporting the Senator with management of the office, coordinating other staff and interns, ensuring all delegated work is completed, monitoring the legislative agenda, developing critical relationships, and serving as an advisor to the Senator. Participation in workgroups, task forces, and meetings with and on behalf of the Senator. Manage the office outreach plan, including developing and implementing a plan for session and community outreach, Town Halls, community events, and a weekly newsletter. Delegate and monitor constituent services to ensure timely, friendly, and quality responses to all constituent needs. Communications: Monitor news sources and social media to track the legislative agenda, district needs, and issues and topics of interest to the office. Support the legislative work of the office through research and tracking of bills, committee activity, and policy issues. Research and write policy analyses. Analyze proposed legislation. Work as a liaison to policy and research staff for the Senator’s committee assignments, including her work as a committee chair. Ensure the Senator is prepared for committees, the floor, press availabilities, testimony, and community events. During the session, support the team with prioritization of scheduling and ensure appropriate delegation of meetings and other tasks; in the interim manage the Senator’s calendar, scheduling, and media requests. Ensure the office operates smoothly, is hospitable, welcoming, and accessible. Minimum Qualifications: Bachelor’s degree and three (3) to five (5) years of related experience. An equivalent combination of education and experience sufficient to demonstrate the ability to perform the duties of the position may be considered. Preferred Qualifications: Experience working and leading others in a team setting or in a public-facing role. Familiarity with the Oregon Legislative process or working for an elected official. Ability to read and analyze statute, administrative rules, and policy proposals. Excellent oral and written communication skills in both traditional and social media formats. Demonstrated ability to exercise discretion, model professionalism in challenging circumstances, and maintain confidentiality. Commitment to open and respectful communication with people of all political affiliations, abilities, cultures, and backgrounds. Familiarity with human services, disability, foster care, education, and mental health policy. Background in social work, case management, or lived experience in the child welfare system, juvenile justice system, or disability rights community.
